The Development Academy of the Bangsamoro (DAB), Center of Education and Extension (CEE), provided technical assistance for a Peace and Development Planning Workshop for SGA's 8th Municipalities. The workshop, held from September 19-22, 2024, at Go Hotel in Davao City, aimed to equip newly appointed officials with the skills and knowledge needed to develop comprehensive LGU peace and development planning processes. It was attended by Mayors, Vice Mayors, Administrators, Budget and Planning Officers from the Municipalities of Kadayangan, Nabalawag, Tugunan, Ligawasan, Pahamuddin, Malidegao, Old Kaabakan, and Kapalawan. Civil Society Organizations were also present, including the United Youth for Peace and Development (UNYPAD), member organizations of WIMRAMP, and others.
Uztadz Gebracel N. Makaton, Senior Education Program Specialist of the DAB-CEE, provided input on the ten elements of Moral Governance, emphasizing key behavioral standards of BARMM Employees. Moral Governance, a flagship program of the BARMM Chief Minister, is a product of research conducted by the DAB, the Bangsamoro Doctors Association, and harmonized by the Hayatul Ulama and Bangsamoro Darul Ifta. It is stipulated in the Bangsamoro Autonomy Act #17 (Bangsamoro Civil Service Code), Article 171, which states that all BARMM employees and public servants must uphold moral governance in the performance of their duties and responsibilities. The implementation of the BARMM 12-point agenda must also be infused with moral governance.
The workshop was a collaborative effort involving the Director of the MILG SGA Field Office, Doctor Zaiton Abas, SGADA Administrator Butch Malang, and staff led by SGADA Operation OIC Chief Saiful Gayak, and a UNDP team under Doctor Judith De Guzman. The DAB, through Chief Noraida A. Datumanong, facilitated the Planning Workshop and co-documented the program.
This workshop is seen as a crucial first step in the formulation of a comprehensive SGA Development Plan for 2025-2028. The plan will cover critical areas including environmental management, social development, institutional development, economic development, physical/land use development, and peace and security.
The planning workshop was funded through PROSPER Bangsamoro of the UNDP Philippines Peace and Stabilization Team, supported by the Government of Australia.
