CDC issued an Order on October 25, 2021. All foreign nationals traveling to the United States by air must be fully vaccinated and show proof of vaccination unless they are exempt.

BI: Travel ban extended; Aliens with DFA-issued travel exemption docs can now enter PH

MANILA, Philippines—The Bureau of Immigration (BI) said foreigners who were given entry exemption document prior to the implementation last month’s travel ban may now enter the Philippines.

In an advisory issued on Friday, BI Commissioner Jaime Morente said aliens with entry exemption documents issued by the Department of Foreign Affairs (DFA) before March 22, 2021 are now allowed to enter the country during the implementation of travel restrictions, which was extended until April 30, 2021.

The revised rule is pursuant to the latest resolution of the Inter-Agency Task on the Management of Emerging Infectious Diseases (IATF-MEID).

Morente stressed other foreign nationals are still prohibited from entering the Philippines and that the Balikbayan privilege for former Filipinos remains suspended.

“The foreign parent, spouse, and children of Filipinos may enter the country, provided they are traveling with the Filipino principal, and have a valid entry visa,” he stated.

Currently, based on the IATF-MEID’s policy, the BI also allows the following aliens with valid entry visas to enter the country: (1) diplomats and members of international organizations with valid 9(e) or 47(a) (2) visas; (2) those involved in medical repatriation endorsed by the DFA and Overseas Workers Welfare Administration (OWWA); (3) seafarers with 9(c) visa for crew change; and (4) those with emergency, humanitarian and analogous cases approved by the chairperson of the National Task Force Against Covid-19 (NTF) or his authorized representative.

Morente, nonethless, stressed that said travel exemptions are without prejudice to the mandate of the BI to conduct strict screening and formalities on all arriving foreigners.

Philippine government authorities have directed that international inbound arrivals at Manila's Ninoy Aquino International Airport shall be limited to a maximum of 1,500 passengers per day for all airlines combined, for the period from March 18 (at 8:00 AM Philippine time) to April 19, 2021 (at 8:00 AM Philippine time), in line with a directive issued by the Civil Aeronautics Board (CAB).

To comply with the restriction, airlines will need to cancel a number of international flights to and from Manila during the stated March 18 to April 19 period. Philippine Airlines will operate our full international schedule for March 18 but we will be announcing in due course any flight cancellations on other days for the rest of the period.

Airlines will likewise comply with any directives from the Philippine Bureau of Immigration (BI) and concerned authorities on the type of travelers that will be allowed entry into the Philippines within the same March 18 (8 AM) to April 19 (8 AM) period. Please note that certain passenger types will thus need to postpone their Manila-bound travels until after the stated period.

Please stay posted for further updates, as we await the final announcements and information from the BI and the concerned authorities.

PAL Travel Advisory

In compliance with the U.S. Centers for Disease Control, all passengers traveling to the United States via direct or connecting flight, including U.S. Citizens, must present either 1) a proof of a negative RT-PCR test result taken only from a licensed DOH laboratory within three calendar days from date of departure, or 2) a written or electronic documentation of a positive RT-PCR test result that confirms the passenger had a previous COVID-19 infection within the last three months preceding flight to the U.S..

The implementation of the updated requirements for travel to the U.S. takes effect on January 26, 2021.

Recovered individuals must also present a letter from a licensed health care provider or public health official stating the passenger is cleared for travel. In addition, airlines are required to verify and confirm the negative test result or documentation of recovery for all passengers before they board the aircraft.

Passengers will also be required to fill out and sign attestation form at the airport.

(Note: The US recommends but does not mandate that international passengers (passengers arriving in the US) take a post-arrival test 3 to 5 days after arrival as well as a 7-day period of staying at home.) Philippine Airlines is reminding passengers to observe these requirements for travel to the US as mandated by the US Centers for Disease Control (US CDC).

Starting 28 NOVEMBER 2020, SATURDAY, all passengers are required to download and register in the said app.

To register, please follow the steps below:
• Download the TRAZE App and install it on your device
• Open the app and click the “Register” button. Register as “Individual.”
• Follow the instructions indicated in the app and input the necessary information
• Activate your account

Passengers who do not have mobile phones or any devices may seek assistance in any Malasakit Helpdesk at the airport.

BI to Filipino travellers: strict compliance on travel requirements

MANILA, Philippines - The Bureau of Immigration (BI) advised Filipinos intending to go abroad to fully comply with the requirements that the government has prescribed for them to be able to leave the country.

“We will be very strict in seeing to it that these requirements are fully complied with, otherwise we will not allow them to leave,” BI Commissioner Jaime Morente said.

Morente stressed that the lifting of restrictions on non-essential travel of outbound Filipinos does not mean that anyone can now leave the country anytime as he or she pleases.

He said no one is exempted from complying with the conditions imposed on all outbound Filipinos, unless they are permanent resident, overseas Filipino workers (OFWs), and holders of study visa in their country of destination.

The BI Chief also cautioned Filipino would be travelers that "unless your purpose in going abroad is very important that you cannot forego, we advise you to stay until this pandemic is over as the risk of you getting infected by the virus is still very serious."

According to BI Port Operations Acting Chief Grifton Medina, BI personnel in different international ports were already instructed to strictly implement the resolution of the Inter-Agency Task Force on Emerging Infectious Diseases (IATF-EID) on the requirements for outbound Filipino travelers.

These requirements include the presentation of a confirmed return ticket for those traveling on tourist visas; adequate travel and health insurance to cover rebooking; and, accommodation expenses if stranded and hospitalization if infected.

Medina said it is also important for the traveler to first ascertain if the country of his destination has not imposed restrictions on the entry of Filipinos in order to avoid the inconvenience of being turned away and sent back to Manila.

“They are also required to sign, by their airlines, a declaration acknowledging the risks involved in their travel. They will be informed that upon their return, they will be swab tested for COVID-19 and undergo hotel quarantine,” Medina added.

He further stressed that even passengers who comply with the requirements will still be subjected to rigid inspection to make sure that these travelers are not victims of human trafficking and illegal recruitment.
