Travel Document Requirements

In compliance with the Philippine local government unit (LGU) requirement for contact tracing, guests flying with Cebu Pacific are required to submit contact information and destination address. These details must be submitted within a set deadline. Please refer to the pre-flight reminder we send you via email for further details. Depending on the LGU requirement, failure to submit the needed information may result to denied boarding.

Travel Requirements to Bacolod
Based on government regulations, guests bound for Bacolod are advised of the following guidelines.
Please UPDATE your residence address through the Manage Booking section in the website, by 23:59H (PHT), two days before departure, to ensure you can take your flight.
NEGROS OCCIDENTAL, except Bacolod City
All guests bound for cities and municipalities within Negros Occidental (except for Bacolod City) are required to present a Notice of Coordination upon check-in. This notice must be issued by the destination LGU.
Arriving passengers will still undergo RT-PCR (swab) testing and quarantine upon arrival in Bacolod-Silay Airport.
BACOLOD CITY ONLY
For Non-Essential Travel / Tourists (Leisure / Vacation and others), Locally Stranded Individuals (LSI), Returning Overseas Filipinos (ROF):
• Negative RT-PCR (swab) test result from a DOH-accredited laboratory or negative Saliva RT-PCR test result from the Philippine Red Cross, taken within three (3) days before date of travel
• Notice of Coordination issued by the office of Councilor Cindy T. Rojas, which may be requested through email ([email protected]) or by contacting (034) 435-3607
For Authorized Persons Outside Residence (APOR):
• Letter of Acceptance issued by the office of Councilor Ayesha Villaflor, which may be requested through email ([email protected]) or by contacting (+63) 997 726 1918 or (+63) 931 014 7885

Travel Requirements to Bohol (Tagbilaran)
For guests flying from Manila to Bohol, please present the following travel document requirements, to be accepted for flight.
For Tourists:
• Negative RT-PCR (swab or saliva) test result, conducted within seventy-two (72) hours before departure
• Confirmed Hotel Booking – accommodation should have a Certificate of Authority to Operate (CAO) from the Department of Tourism (DOT) or the Ultimate Bohol Experience (UBE) Seal from the Provincial Government of Bohol
• Bohol Tourist Registration. Please save a digital or printed copy of the QR code, which will be scanned upon arrival at the Bohol-Panglao International Airport and upon entry and exit of establishments and sites.
For Returning Residents (including Locally Stranded Individuals), Returning Overseas Filipinos (ROF) -including OFWs, and Authorized Persons Outside Residence (APOR):
• Negative RT-PCR (swab or saliva) test result, conducted within seventy-two (72) hours before departure
• LGU Certificate of Acceptance

Travel Requirements to Boracay (Caticlan)
Based on government regulations, guests bound for Boracay are advised of the following travel guidelines.
Effective Oct. 1, 2020, Caticlan (Boracay) Airport only accepts tourists. All Locally Stranded Individuals (LSI), Returning Overseas Filipinos (ROF) and Authorized Persons Outside Residence (APOR) should travel via Kalibo, instead of via Caticlan. Please check with your local government units for the latest updates.
Please UPDATE your residence address through the Manage Booking section in the website, by 23:59H (PHT), two days before departure, to ensure you can take your flight.
For Boracay Tourists, you are required to present the following documents, to be accepted for flight:
• Negative RT-PCR (swab) test result conducted within seventy-two (72) hours before departure flight
• Confirmed hotel booking or reservation from any DOT-accredited accommodation establishments in Boracay
• Roundtrip Tickets
• Proof of Identity
• Tourist QR Code. Please fill up the Health Declaration form at least twenty-four (24) hours before the flight via https://touristboracay.com/
Processing takes approximately twelve (12) hours after receipt of documents. Please wait for the confirmation email to get the Tourist QR Code, and keep a printed or digital copy of this. You have to present your Tourist QR code upon boarding the flight and when accessing services in Boracay island.
Upon arrival, guests are required to take Caticlan Airport Authority-accredited transfers to Boracay island.
Travel Requirements to Butuan
Guests bound for Butuan are not required to present any travel document requirements. Face masks, face shields, and physical distancing are still required.

Travel Requirements to Cotabato
For guests flying to Cotabato, please present the following travel documents to be accepted for flight:
For Authorized Persons Outside Residence (APOR):
• Valid ID
• Travel Order
• Travel Itinerary
All other guests bound for Cotabato, such as Locally Stranded Individuals (LSI) and Returning Overseas Filipinos (ROF) are not required to present any travel documents. Face masks, face shields, and physical distancing are still required.
The City of Davao requires guests to comply with the following travel requirements:

All Davao-bound guests are required to submit a completely filled out Health Declaration Form and effective March 15, 2021, all Davao-bound guests are also required to download and register to the SafeDavao QR mobile app. Please make sure that registration is completed to get the QR code. All passengers must present this QR code upon check-in.
Please be ready to present the following documents, to be accepted for flight:
For Authorized Persons Outside Residence (APOR)bound for Davao City:
• Company ID
• Certificate of Employment / Acknowledgement of Principal for Labor/Service (for those without the employee-employer relationship)
• Company / Office Travel Order
For guests Locally Stranded Individuals (LSI) and Returning Overseas Filipinos (ROF):
• Hotel Booking Reservation / Confirmation on where to stay in Davao
For guests flying to Dipolog, please accomplish the following travel requirements:
The City of Dipolog requires guests to present the following documents, to be accepted for flight:
For Locally Stranded Individuals (LSI) and Persons with Indispensable Travel (medical and humanitarian purposes):
• Negative RT-PCR (swab) test result, dated at most five (5) days before departure (except for indispensable travel that can be completed within 48 hours)
• Certificate of Acceptance from the concerned LGU
• Referral from the concerned Provincial Health Office/Hospital (if travel is for medical reasons)
For Returning Overseas Filipino (ROF):
• Negative RT-PCR (swab) test result
• Quarantine Certification issued by the DOH-Bureau of Quarantine
• Certificate of Acceptance from the concerned LGU
For Authorized Persons Outside Residence (APOR):
• Agency or Company ID
• Travel Itinerary
• Deployment/Travel Order issued by the concerned Head of Office/Manager/Owner or his duly authorized representative (for employees)
• Notice of Coordination from the LGU of destination specifying the date of entry and exit
• Negative RT-PCR result for official travel/businesses for more than forty-eight (48) hours (dated at most five (5) days before departure)
As per latest government regulations, all persons allowed entry into the Province of Zamboanga del Norte are required to download and register in the StaySafe App and fill-up the PIATF Declaration Form.

For guests flying to Iloilo, please be advised of the following travel guidelines:
Manila-Iloilo flight schedules:
• Tuesday – only residents of Iloilo Province (125 seats) and Guimaras (5 seats) will be accepted for flight
• Monday/Thursday/Friday/Saturday - only residents of Iloilo City will be accepted for flight
This only applies to Manila-Iloilo flights; there are no restrictions on Iloilo-Manila flights.

Meanwhile, based on government regulations, please present the following documents upon check in.
ILOILO CITY
Effective March 12, 2021 - All guests bound for Iloilo City are required to submit a Notice of Coordination and Letter of Acceptance upon check-in.
• To secure this, please submit a negative RT-PCR (swab) test result, issued no more than seventy-two (72) hours, to the Iloilo City Emergency Operations Center (IC-EOC).
ILOILO PROVINCE
For Locally Stranded Individuals (LSI):
• Valid government-issued ID
• Notice of Coordination and Letter of Acceptance issued by Provincial Administrator and/or Office of the Municipal Mayor
• Travel Authority
• Medical Certificate
For Authorized Persons Outside Residence (APOR):
• Valid Company ID
• Travel Order (from the company)
• Notice of Coordination and Letter of Acceptance issued by Provincial Administrator and/or Office of the Municipal Mayor
As per government regulations, Locally Stranded Individuals (LSI) bound for the following municipalities will not be accepted for flight for the period mentioned below:
• Municipality of Banate – February 28, 2021 – March 13, 2021
• Municipality of Barotac Viejo - March 4-17, 2021

All other guests, such as Locally Stranded Individuals (LSI) and Returning Overseas Filipinos (ROF) are not required to present travel document requirements upon check in.

The Province of Capiz requires all arriving guests to present the following documents, to be accepted for flight:
• Negative RT-PCR (swab) test result, issued by a DOH-accredited laboratory and conducted within seventy-two (72) hours before the time of travel
• Registration to S-PaSS – also available in Google Play Store (Android)
• Registration to StaySafe.ph – also available in Google Play Store (Android) and App Store (iOS)
Please make sure to save a printed or digital copy of the QR code. Guests without smartphones or who are unable to register in either system will be manually registered before checking-in at NAIA or upon arrival.

For Returning Overseas Filipinos (ROF):
• Quarantine Certificate issued by the Bureau of Quarantine
For Authorized Persons Outside Residence (APOR) from national government agencies:
• Valid ID issued by the national government agency
• Original / Certified True Copy of Travel Order, issued by Department Secretary or authorized representative with written delegation

The City of Tacloban requires all arriving guests to present the following documents, to be accepted for flight:
Guests with Tacloban City as their final destination are required to present an Acceptance Certificate upon check-in. Register to the Balik Tacloban Project online, through the Tacloban Safe City mobile app, or by calling any of the following hotline numbers:

These are required documents to secure an Acceptance Certificate.
For Locally Stranded Individuals (LSI):
• Government issued ID
• Barangay Certificate from place of origin, attesting that the bearer is neither a probable, suspected, nor confirmed COVID-19 patient (if available)
For Authorized Persons Outside Residence (APOR):
• Company ID or Certificate of Employment
• Travel Order
For Returning Overseas Filipinos (ROF):
• Negative RT-PCR (swab) test result, issued by Philippine National Red Cross or Philippine Airport Diagnostic Laboratory upon arrival in the Philippines
• Bureau of Quarantine Certificate
• Government issued ID
These documents will be processed within three (3) working days from the day of submission. Please wait for the Acceptance Letter with Tacloban City QR code and keep and printed or digital copy of this.
Guests with destinations outside Tacloban City are required to present the following documents upon check-in:
For Authorized Persons Outside Residence (APOR):
• Travel Order
• Travel Itinerary
• Valid ID
All other guests bound for destinations outside Tacloban City, including Locally Stranded Individuals (LSI) and Returning Overseas Filipinos (ROF), are not required to present any travel documents. Face masks, face shields, and physical distancing are still required
