PAMB CARAGA Region Benchmarking Activity

Maasim, Sarangani: On November 5, 2024, the Protected Area Management Board (PAMB) of Siargao Island Protected Landscape and Seascape visited the Municipality of Maasim for a benchmarking activity.

The PAMB of the CARAGA Region expressed interest in learning about the municipality's accomplishments and best practices in managing and sustainably utilizing natural resources, including successes achieved through the Integrated Protected Area Fund (IPAF) of Sarangani Bay Protected Seascape.

Vice Mayor Visitacion S. Nambatac, on behalf of Mayor Zyrex C. Pacquiao, expressed gratitude to the CARAGA Region for choosing the Municipality of Maasim and hopes they will benefit from Maasim's best initiatives. The Local Government Unit of Maasim continues to strive to protect its natural resources and promote sustainable practices that can serve as a model for other LGUs.

December 13, 2024 - The Local Government Unit of Maasim, through the Municipal Environment and Natural Resources Office (MENRO), successfully showcased its best practices in Coastal Resources Management and Pawikan (Sea Turtle) Conservation and Protection to officials from the Ministry of Agriculture, Fisheries, and Agrarian Reform in the Bangsamoro Autonomous Region in Muslim Mindanao (MAFAR BARMM).

Learn about the environmental management initiatives of the Local Government Unit of Maasim!

LOW-COST PROJECT

The Low-Cost Project is an innovative initiative aimed at promoting environmental sustainability and public health through the creation of affordable and durable precast septic tanks. These tanks are uniquely crafted from shredded cellophane and waste bottles, demonstrating an effective approach to waste management and resource recycling. The project directly supports the mandates of Republic Act 9003, the Ecological Solid Waste Management Act of 2000, and Municipal Ordinance No. 15-13-004 on Zero Open Defecation.

Launched in 2021, the project has steadily grown, addressing the urgent need for proper sanitation facilities in underserved communities while advancing environmental stewardship. Over the years, the project has expanded its reach, positively impacting numerous households:

2021: The project began in Barangay Colon, where 14 households benefited from the installation of these innovative septic tanks.
2022: It extended to Purok Tinago in Barangay Poblacion, assisting 18 households.
2023: The initiative reached Barangay Kabatiol, benefiting 25 households.
2024: It expanded further to Puroks 5 and 6 of Barangay Poblacion, supporting an additional 28 households.

The Low-Cost Project exemplifies a community-driven effort to tackle pressing issues such as open defecation and inadequate waste disposal systems. By turning plastic waste into functional infrastructure, it not only provides sustainable solutions to sanitation challenges but also raises awareness about the importance of recycling and ecological responsibility. This project continues to inspire collective action toward healthier and greener communities.

BASURAFFLE PROGRAM

The persistent garbage problem remains one of the most critical social issues facing the Municipality of Maasim. In response, the Municipal Environment and Natural Resources Office (MENRO) has implemented various strategies to address these challenges. Among these efforts are massive Community Education and Public Awareness (CEPA) campaigns and the strict enforcement of the "No Segregation, No Collection" policy on solid waste management.

To further promote the principles and benefits of waste segregation, MENRO launched the BASURAFFLE Program in 2017. This initiative was designed to inspire community members to actively participate in waste segregation practices, not only to address environmental concerns but also to help alleviate poverty and support quality education.

The program is conducted annually every December, with residents earning one raffle ticket for every sack of properly segregated waste they contribute. Open to all Maasimians, this activity combines environmental advocacy with community engagement.

Its funding, derived from the Integrated Protected Area Fund (IPAF) of the Sarangani Bay Protected Seascape (SBPS), ensures its sustainability and long-term impact on the community.

MANGROVE NURSERY AND LEARNING CENTER

The Mangrove Nursery and Learning Center is located in Purok 5, Asnalang, Barangay Tinoto, Maasim, Sarangani Province. The site, spanning 1,026 square meters, was donated by Mr. and Mrs. Datu Zaman Abdulbali Esmael through a Deed of Donation formalized on March 27, 2018. This facility is a testament to the community’s commitment to environmental conservation and education, particularly focusing on the vital role of mangroves in coastal ecosystems.

Development and Funding

The establishment and development of the Mangrove Nursery and Learning Center were made possible through combined efforts and funding from local and regional agencies:
Mangrove Learning Center: The LGU of Maasim allocated β‚±750,000 for the construction of the facility.
Furniture, Fixtures, and Utilities: The DENR Region XII - PAMO-SBPS provided an additional β‚±60,000 for essential furniture, fixtures, and utilities such as a water system and electricity.
Nursery Improvement: The DENR Region XII - PAMO-SBPS also funded the nursery’s improvement with β‚±100,000, ensuring the propagation of mangroves is sustainable and efficient.

The Mangrove Nursery and Learning Center was visited on June 5, 2024, by Dr. Jurgenne Primavera, an internationally recognized and widely cited Filipina marine scientist, who currently serves as the Chief Mangrove Scientific Advisor of the Zoological Society of London. During her visit, Dr. Primavera provided valuable recommendations for improving the mangrove forest, including the suggestion to plant Sonneratia alba along the seafront to enhance coastal protection and biodiversity.

The Local Government Unit (LGU) of Maasim, through the Municipal Environment and Natural Resources Office (MENRO), has proposed a plan for 2025 to germinate and plant Sonneratia alba along the seafront. This initiative aims to enhance coastal protection, support biodiversity, and strengthen the resilience of the local marine ecosystem.

PAWIKAN HATCHERY AND LEARNING CENTER

The Pawikan Hatchery and Learning Center was established on January 20, 2015, in Purok 3, Sitio Lubo, Barangay Lumasal, Maasim, Sarangani Province. The facility occupies a 500-square-meter area generously donated by Mr. and Mrs. Eduardo B. Paras, Sr.. Its establishment was further formalized through Barangay Resolution No. 34, Series of 2015, enacted on July 2, 2015. This resolution not only designated Sitio Lubo, Purok 3, as the official location for the hatchery and learning center but also declared all coastal puroks in Barangay Lumasal as critical habitats for the nesting grounds of sea turtles (pawikan).

The project was funded by DENR Region XII, allocating β‚±1.5 million for the construction of the learning center. Additionally, the hatchery was built with a budget of β‚±60,000, while a monthly stipend of β‚±10,000 was earmarked for the Pawikan caretaker to ensure the facility’s maintenance and operations.

"Cultivating a Better and Greener Future”

Today, August 8, 2023, the heart of Sitio Lebe, Barangay Kablacan, echoed with the unity of purpose. Guided by the vision of the Local Government Unit of Maasim, a coalition of community pillars and organizations converged with unwavering enthusiasm for the Tree Planting and Growing activity. This symphony of purpose resonated with the active participation of PNP Maasim, BFP Maasim, PNP Maritime Group, Charoen Porkhand, Gensan Shipyard, Magwali Beach Resort, Nurvea Beach Resort, Samonte Beach Resort, CLAFI, and Santa Cruz Parish. United in purpose, they rallied to counter the ecological challenges that our forests face.

The star of the show was undoubtedly the bamboo, a symbol of resilience and adaptability. A total of 150 bamboo propagules were carefully planted. Each gesture was a pledge of commitment to Mother Earth, a testament to the belief that collective efforts can create profound change.

This initiative was more than just a tree planting activity. It was a movement, a response to the urgent need to combat climate change and heal the wounds of our planet. In years to come, as the bamboo grove flourishes, the memory of this day will endureβ€”a memory of unity, dedication, and the power of collective action.

"Building a greener future, hand in hand! 🌱🌿

Today, July 18, 2023, the Local Government Unit of Maasim spearheading a remarkable tree planting and growing activity in Sitio Lebe, Barangay Kablacan, Maasim Sarangani Province. This initiative brought together an incredible coalition of environmental advocates.

With the participation of PNP Maasim, BFP Maasim, PNP Maritime Group, RMFB, 38th Infantry Battalion, Women's Associations, Siguel Hydro, Sarangani Energy Corporation, CLAFI, MAGWALI BEACH RESORT, SAMONTA Beach Resort , NURVEA Beach Resort and LGU SPES recipients, we successfully planted 300 majestic narra seedlings. Each seedling represents our shared commitment to a more sustainable future.

By nurturing these trees, we are not only beautifying our surroundings, but also creating habitats for wildlife, combating climate change, and improving air quality. This collective effort is a testament to the power of unity and community spirit.

Let us continue to work together, hand in hand, to nurture and protect our precious natural resources. Together, we can build a greener and healthier world for generations to come. 🌍🌳
