READ. The City Social Welfare and Development Office (CSWDO) has reiterated the requirements for securing travel permits for minors under 18 years old who are traveling alone or accompanied by individuals other than their parents.
The policy is implemented under City Ordinance No. 0111-25, Series of 2026, also known as the Childrenโs Welfare Code, aimed at strengthening child protection measures in the city.
Under the guidelines, minors traveling unaccompanied must present the following documents: a birth certificate, valid ID or school ID, a parentโs consent letter, barangay certificate, and a valid ID of the parent with three signatures. Additionally, the designated person who will pick up the minor must also submit a valid ID with three signatures.
