The policy is implemented under City Ordinance No. 0111-25, Series of 2026, also known as the Childrenโ€™s Welfare Code, aimed at strengthening child protection measures in the city.

Under the guidelines, minors traveling unaccompanied must present the following documents: a birth certificate, valid ID or school ID, a parentโ€™s consent letter, barangay certificate, and a valid ID of the parent with three signatures. Additionally, the designated person who will pick up the minor must also submit a valid ID with three signatures.
