Executive Order No. 04, s'2020
An Order Mandating All Guests and Tourists for Whale Shark Watching in Tan-awan, Oslob, Cebu to pass through One Common Observation Area for Purpose of Monitoring.
Whereas, Article II, Section 15 of the 1987 Constitution provides that the State
shall protect and promote the right to health of the people and instill health consciousness among them;
Whereas, Section 444 (b) (1) (vii) of the Local Government Code of 1991 authorizes the municipal mayor to carry out such emergency measures as may be necessary during and in the aftermath of man-made and natural disasters and calamities;
Wheres, the Municipality of Oslob, especially the Whale Shark Watching in Tan-awan, Oslob, is one of the tourist destinations in Cebu province;
Whereas, the outbreak of the deadly novel coronavirus (2019 -nCoV) has given rise to the need to institute preventive measures and monitor all guests and tourists for health reasons;
Whereas, a representative from DOH/RHU will be present in the briefing area to monitor the health of all guests and tourists;
Whereas, all guests and tourists must undergo mandatory health screening before they can watch the whale sharks;
Whereas, all guests and tourists are mandated to line personally in the briefing area, proxies are not allowed;
Whereas, to safeguard the guests and tourists in Oslob Whale Sharks Watching, there will be only one designated entrance to all guests.
Wwhereas, in order for all the guests and tourists to undergo the mandatory health screening, pump boats are not allowed to anchor near
the Whale Shark Watching area;
Whereas, guests and tourists are not allowed to watch the whale sharks if they have not undergone the mandatory health screening by the DOH/RHU;
Now, Therefore, I, Jose C. Tumulak, Jr., Municipal Mayor of Oslob, Cebu by virtue of the powers vested in me by law, do hereby order that all guests and
tourists for whale shark watching in Tan-awan, Oslob, Cebu shall pass through one common observation area for purpose of monitoring. Any violation hereof shall be dealt with accordingly, including revocation of business permits or removal of accreditation.permits or removal of accreditation.
This Executive Order shall take effect immediately.
