QC Comprehensive Guidelines for GCQ dated 18 August 2020 signed by Mayor Joy Belmonte
1) GCQ Effective 19 August
a. Public Safety Hours:. 8PM to 5AM
b. Quarantine Passes or Company ID needed to prove non-leisure activity outside home; 2QP per household
c. Limited Gatherings (max 30% of venue)
d. Limited Transportation with health protocols
2) Permitted Establishments & Businesses
a. FULL Operation: food/water/beverage; medical & hygiene; hospitals & clinics; supermarket/grocery/market/drugstore/water refilling; agricultural & veterinary; laundry; utilities; maintenance & security; repair & installation of equipment; construction subject to DPWH AO 35; construction materials; media; e-commerce; banks; housing services; rental of equipment & vehicles; employment
b. LIMITED Operations (not >50% of workforce on site general manfacturing; general retail (clothes, hardware, bookstore, office supplies, IT, electronics, flower, jewelry, novelty, antique, perfume, toys etc; fi****ms; real estate; motor vehicle/cycles/bikes; office services; funeral/crematorium; hotels for special purpose (quarantine); financial services; professional consulting; malls/shopping centers; Sports clubs/outdoor facilities/parks (non-contact); barbershops /salons at 30%capacity; Dine-in at 50% capacity
c. NO OPERATION: leisure centers ( cinemas, karaoke, amusement rides); gyms; day care centers; libraries/museums; travel agencies/tour operators; full body massage parlors/tattoo
e. Liquor sale from 1-5PM
3) Common Health Reqts for Businesses:
a. Physical Distancing of 1 meter or more
b. Reduced physical contact measures
c. Face Mask
d. Regular disinfection of high-touch/high-traffic areas
e. No entry for symptomatic persons
f. Hand washing stations
g. Natural ventilation whenever possible
h. Covid19 Response Plan for those with 10+ Employees
i. Contact-Tracing for "close contacts" (face to face with suspect/confirmed case within one meter for more than 15 minutes)
4) Face Shields for Frontline Employees
5) Construction projects have additional health protocols
6) Health Monitoring in Subdivisions & Condominiums
7) Local Quarantine Facilities/Barangay, if feasible
8) Wake/Burol prohibited. Max of 5 members may attend burial or cremation
9) Road closures may be implemented by Barangay
10) Mandatory reporting of cases to QC-CESU
11) Enforcement: Health Related
