Philippine Government Bureau of Immigration Memo on NON-Essential Travel and Guidelines for Returning Filipinos
This is to share with you below memo from Bureau of Immigration regarding NON-essential Travel and Guidelines for Returning Filipinos for your reference.
Pursuant to Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-MEID) Resolution No. Series of 2020 dated 06 July 2020, travel restrictions imposed to non-essential outbound travel of Filipinos is hereby lifted
However, the non-essential outbound travel shall be subjected to the following conditions:
1. Submission of confirmed round-trip tickets for those travelling on tourist visa;
2. Adequate travel and health insurance to cover rebooking and accommodation expenses if stranded, and hospitalization in case of infection, in such amount as may be determined by the Department of Tourism (DOT);
3. Allowed entry by destination country in accordance with their travel, health and quarantine restrictions;
4. Ex*****on of Declaration acknowledging the risks involved in travelling, including risk of delay in their return trip, to be provided for in the check-in counters by the airlines; and
5. Upon return, shall follow the Guidelines of Returning Overseas Filipinos of the National Task Force (NTF).
All of the foregoing is without prejudice to the exercise of the mandate of the Bureau of Immigration prior to departure (i.e. Anti-Trafficking in Persons Act of 2003).
This shall take effect fifteen (15) days after the notice has been published in the government's official gazette.

GUIDELINES FOR RETURNING FILIPINOS
Step 1: Registration – please register online at https://e-cif.redcross.org.ph or scan the QR code. Do not forget to also upload a bio-page picture of your passport.
Step 2: Confirmation email and QR Code – you will receive a confirmation email and QR code. Save it to your phone or print the QR code.
Step 3: Briefing – upon arrival at the Philippine airport, there will be a briefing regarding the process.
Step 4: Verification and Barcoding – go to the Verification Counter and show your QR code. You will be given six (6) barcode stickers. Paste one (1) sticker on your passport.
Step 5: Swab Testing – you will proceed to the Testing booth to get a SWAB test. Give the remaining five (5) barcode stickers to the personnel in-charge.
Step 6: Immigration – go to the immigration counter and show your passport and barcode sticker.
Step 7: Quarantine Facility Assignment – to know your Quarantine Center Assignment, please go to the following desks:
OFW – Overseas Workers Welfare Administration (OWWA)
Seafarer – Local Manning Agency (LMA)
Non-OFW Returning Filipino – Department of Tourism (DOT)
Step 8: Result – your results will be sent via text message and email within 72 hours.
