Under the leadership of Mayor Rey C. Ladaga, and through the efforts of the Municipal Tourism and Community Development Office (MTCDO), the Philippine Information Agency (PIA) MIMAROPA-headed by Regional Director Jemin B. Guillermo-was assisted during its visit to key tourism and cultural sites in San Jose, Occidental Mindoro.

Among the destinations explored were:

Bato Ili–Mangyan Community, where they witnessed the traditional weaving of the UFUDAN weavers of the Buhid Mangyan using a handloom provided by the DOST–MIMAROPA; OMSC Food Processing Center, known for its innovative local products such as Onion Ice Cream; Devil’s Mountain, a natural landmark rich in scenic beauty and folklore; Kanwaling Gateway Farm, the only DOT-accredited farm tourism camp in San Jose; and The Second Landing Site, which commemorates the December 15, 1944, liberation of San Jose by Allied Forces during World War II.

Before the site visits, the delegation paid a courtesy call to the Office of the Mayor, where they were warmly welcomed by Municipal Administrator Ruzziel Ladaga-Cuisia. The PIA team also expressed their gratitude for the successful conduct of the Communicators Network Meeting held the previous day in San Jose. The meeting aimed to enhance the effective dissemination of timely and factual information across the municipality, the province, and the region.

Joining the group was Mr. Voltaire N. Dequina of PIA Occidental Mindoro, who continues to support the agency’s communication and cultural development initiatives in the province.

SANAGKANA WEAVERS UNDERGO CAPACITY DEVELOPMENT TRAINING

The Samahan ng Nagkakaisang Kababaihan ng Barangay Naibuan (SANAGKANA) recently completed a three-day capacity development training entitled “Threads to Enterprises: Building Entrepreneurial Capacity.” This initiative aimed to empower the Hanunuo Mangyan weavers by providing them with essential knowledge in entrepreneurship while preserving the cultural and traditional values of their indigenous weaving practices.

The first day began with an inspiring lecture by Mr. Angelo P. Cordero, titled “Ang Paghahabi Bilang Buhay ng Katutubo.” In his talk, he emphasized the deep connection between traditional weaving and the Hanunuo Mangyan identity, describing how the art of weaving is not just a craft but a vital part of their cultural heritage. This was followed by Mr. Jemcy Gallardo from TESDA Mindoro, who laid out the objectives of the training and underscored the importance of developing skills that could lead to sustainable enterprise building among indigenous communities.

On the second day, the participants were guided through reflective activities that allowed them to assess the strengths and challenges of their current weaving practices. Under the mentorship of Mr. Gallardo and Mr. Antonio Delos Santos, the weavers examined their production processes, product quality, and identified the limitations they face in marketing and distribution.

The final day of the training focused on product enhancement and business development. Participants were introduced to practical strategies such as pricing, packaging, and product presentation. The session concluded with a commitment-sharing activity, where each weaver shared their aspirations and personal action plans for applying what they had learned to their future endeavors.

This activity was spearheaded by the Local Government Unit of San Jose through the Public Employment Service Office (PESO), in partnership with the Provincial Science and Technology Office (PSTO) – Occidental Mindoro, and in collaboration with the Municipal Tourism and Community Development Office and the Office of the Mangyan Affairs.

This training is a testament to San Jose’s continued commitment to supporting inclusive and culture-sensitive programs that uplift indigenous communities. By empowering the Hanunuo Mangyan weavers through entrepreneurship, this initiative not only preserves their treasured culture but also opens new doors toward sustainable economic growth and improved quality of life

PIEP National President and Occidental Mindoro Environmental Planners Visit San Jose’s Tourist Attractions

Mr. Jason Edward San Juan, National President of the Philippine Institute of Environmental Planners (PIEP), visited the Municipality of San Jose, Occidental Mindoro, together with Environmental Planners (EnPs) from the province. Also joining the tour was EnP Joseph E. Salgado, San Jose’s Municipal Planning and Development Coordinator, and San Jose MLGOO Sir Randolph Saluba.

The group explored several of the town’s key tourist attractions, including the Bato-Ili Mangyan Buhid Community, Devil’s Mountain, Kanwaling Gateway Farm (KGF), and the OMSC Food Processing Center (Onion Ice Cream). The visit aimed to observe San Jose’s best practices in eco-tourism, cultural preservation, and agricultural innovation.

4-Day Integrated Tourist Safety and Security Training for TOPCOP: A Wrap!

The Department of Tourism (DOT)-MIMAROPA Region, through the Tourism Regulations Division, successfully conducted and facilitated the Tourist-Oriented Police for Community Order and Protection (TOPCOP) training for 40 tourist police officers in the province of Occidental Mindoro.

The training aimed to ensure the safety and security of tourists in the province, positioning it as a safe and premier destination for both domestic and international visitors. It also sought to enhance the socio-economic benefits that tourism can provide. This initiative is in line with the DOT’s mission to foster a secure, welcoming, and resilient environment for all who visit and explore our vibrant destinations.

The fourth and final day of the training concluded with the Filipino Brand of Service Excellence (FBSE) session, adding significant value to the program. FBSE is a flagship customer service program of the Department of Tourism, promoting excellence and uniquely Filipino hospitality among tourism and service workers. It aims to strengthen the Philippines’ global reputation for hospitality by instilling a service culture that is genuine, heartfelt, and uniquely Filipino, ensuring that every guest—local or foreign—experiences “tatak Pilipino” service: warm, authentic, and excellent.

The training was conducted in collaboration with the Philippine National Police, Police Regional Office MIMAROPA, Occidental Mindoro Police Provincial Office, and the Local Government Unit of San Jose, through the Municipal Tourism and Community Development Office. These partners fully support and advocate for the goals of the DOT. We recognize the vital role of our police officers-not only as protectors of peace, but also as frontliners who deliver quality service to both local and foreign tourists.

Also present on the awarding day were OMPPO Provincial Director, PCol. Timoteo L. Espiritu, Jr., and Vice Mayor Sonny V. Javier, who, on behalf of Mayor Rey C. Ladaga, awarded certificates of appreciation and tokens to the partners who contributed to the success of the training.

The Local Government Unit of San Jose, through the Municipal Tourism Office, successfully conducted a Tourism Site Mapping and Assessment Workshop on June 20, 2025, at the MEO Conference Hall, Brgy. Poblacion VII, San Jose, Occidental Mindoro. The event brought together key officials and representatives from all barangays across the municipality.

Attended by Barangay Captains and Committee Chairpersons on Tourism, the workshop was anchored on a shared goal: to identify, assess, and prioritize local tourism assets that reflect the unique identity and potential of each community. The activity aimed to strengthen grassroots involvement in tourism planning by equipping barangays with tools and strategies to map their key attractions and evaluate their readiness using a structured assessment matrix. This included analyzing each site’s accessibility, attractiveness, sustainability, safety, and existing infrastructure.

The program featured reflective discussions and participatory assessments of each barangay’s top tourism sites. A key highlight was the use of the Tourism Product Assessment Matrix, a tool designed to help participants evaluate their sites based on visitor appeal, environmental integrity, cultural significance, and development needs.

The workshop concluded with each barangay presenting their priority sites for development, alongside initial action steps to address identified gaps. The insights gathered will feed directly into the municipality’s tourism development planning process, especially in crafting a localized, inclusive, and sustainable tourism roadmap.

This initiative forms part of San Jose’s broader commitment to sustainable tourism and community empowerment, ensuring that every barangay is given the opportunity to transform its natural beauty, cultural heritage, and local stories into meaningful, visitor-ready experiences.

Also present at the activity was Mr. Maricoe Paclibar from the Municipal Planning and Development Office (MPDO), who provided an overview of San Jose’s development plans and programs. Also, expressing their full support for the initiative were Mayor Rey C. Ladaga, Vice Mayor Santiago V. Javier Jr., Hon. Myrna G. Zapanta, Hon. TOPCOP Training Day 3

The third day of the Tourist-Oriented Police for Community Order and Protection (TOPCOP) training program brought together voices from all corners of the tourism sector, focusing on safety and security as one of the foundations in local tourism. The morning session took a deep dive into the pressing concerns of local tourism stakeholders in terms of peace and safety in tourism-related establishments. From accommodation personnel, resort staff, travel and tour operators, to restaurant managers, the floor was opened for real talk on real issues.

Participants voiced out some challenges they have experienced in the tourism field, from emergency responses, incidents of petty crimes in tourist zones, and the ongoing challenge of ensuring a secure environment for both visitors and tourism personnel. Responding to these concerns, resource speakers, PLt. Mary Ann P. Pandino and PLtCol. Jenny P. Magan, facilitated the open dialogue, offering insights, proposing solutions, and, more importantly, committing to stronger collaboration. The session emphasized that security is not just a police responsibility, but a shared duty between authorities, businesses, and communities.

Afterwards, participants transitioned from discussion to field observation through an organized tour of select tourism sites in San Jose. This immersive activity allowed stakeholders and police personnel alike to experience the municipality's tourism assets through the lens of a visitor. The tour served a dual purpose: to appreciate the potential of the town’s tourism offerings and to evaluate firsthand the safety conditions and logistical concerns of each local destination. As the day wrapped up, a renewed sense of partnership lingered in the air. The third day of TOPCOP wasn’t just a training—it was a turning point. One where barriers were broken, stories were heard, and the promise of a safer, more secure San Jose tourism industry became a shared mission.

TOPCOP Training Day 2

The second day of the Tourist-Oriented Police for Community Order and Protection (TOPCOP) Training brought an enriching lineup of lectures and hands-on knowledge enhancement for our dedicated police officers.

Participants delved into vital topics on Philippine History, Filipino Culture and Traditions, and Tourism Behavior Patterns and Market Profiles (ODEX & OSINT), expertly delivered by Mr. Mark Leonard Dela Cruz, Tourism Operations Officer and GAD Focal Person of the DOT–MIMAROPA. He also led an insightful session on Gender and Development (GAD), emphasizing inclusive tourism practices.

Ms. Ann Roxanne J. De Vera – Rodrigo, Municipal Tourism Officer, introduced the group to San Jose’s vibrant local tourism products and services, equipping officers with a deeper understanding of the municipality’s tourism landscape.

Practical and life-saving knowledge was also imparted through Customized First-Aid Based on Location by PCPT John Paul M. Yee, Team Leader of the Provincial Medical and Dental Team (PMDT), Occidental Mindoro PPO.

On operational readiness, PMAJ Rodrigo B. Borlado, Jr. of PIDMU conducted a session on Police First Responder Protocols, Basic Investigation Procedures, and Tourist Safety, followed by a discussion on Managing Police Operations led by NUP Verna B. Mantuano, Admin Officer of ROD, PRO MIMAROPA.

Day 2 was another step forward in strengthening the commitment to safe, informed, and culturally sensitive tourism in San Jose and beyond.
