𝗜𝗖𝗬𝗠𝗜 | 𝗙𝗣𝗝 𝗬𝗼𝘂𝘁𝗵, 𝗙𝗣𝗝 𝗣𝗮𝗻𝗱𝗮𝘆 𝗕𝗮𝘆𝗮𝗻𝗶𝗵𝗮𝗻 𝗹𝗮𝘂𝗻𝗰𝗵 𝘀𝗶𝗴𝗻𝗮𝘁𝗼𝗿𝘆 𝗰𝗮𝗺𝗽𝗮𝗶𝗴𝗻 𝘁𝗼 𝗽𝘂𝘀𝗵 𝗳𝗼𝗿 𝘁𝗵𝗲 𝗶𝗺𝗺𝗲𝗱𝗶𝗮𝘁𝗲 𝗽𝗮𝘀𝘀𝗮𝗴𝗲 𝗼𝗳 𝘁𝗵𝗲 𝗠𝗮𝗴𝗻𝗮 𝗖𝗮𝗿𝘁𝗮 𝗼𝗳 𝘁𝗵𝗲 𝗢𝘂𝘁-𝗼𝗳-𝗦𝗰𝗵𝗼𝗼𝗹 𝗬𝗼𝘂𝘁𝗵
Led by FPJ Youth, the official youth arm of FPJ Panday Bayanihan has officially launched a signatory campaign in support of the passage of House Bill No. 03704 or the Magna Carta of the Out-of-School Youth, a measure that seeks to strengthen the rights, welfare, and opportunities of out-of-school youth (OSY) across the country.
The campaign calls on the Congress, youth organizations, civil society groups, and other stakeholders to stand in support of OSYs and support the passage of a comprehensive legislative framework that recognizes their unique circumstances and provides pathways toward education, skills development, employment, social protection, and meaningful participation in society.
The National Youth Commission (NYC) has identified the passage of a Magna Carta of the Out-of-School Youth as a top legislative priority under the Philippine Youth Development Plan 2023–2028. The proposed measure is also the product of extensive consultations, including discussions with hundreds of OSY representatives from Luzon, Visayas, and Mindanao, as well as government agencies, civil society organizations, and development partners.
For FPJ Youth and FPJ Panday Bayanihan, being out of school should never mean being left behind. Many young Filipinos are pushed and remain out of education because of poverty, the need to work, family responsibilities, and limited access to opportunities. These circumstances should not define their future nor diminish their right to government support and meaningful opportunities to build better lives.
Through this signatory campaign, FPJ Youth and FPJ Panday Bayanihan are calling on Congress to prioritize and pass HB 03704 and ensure that the rights and welfare of out-of-school youth are protected through concrete programs, institutional support, and sustained government action.
No Filipino youth should be left behind.
