In June 2020, Taylor Cheairs walked toward a Seattle protest because he wanted to film the confrontation between demonstrators and police.

Cheairs positioned himself on a sidewalk near the front of the crowd. Police had issued dispersal orders, while some protesters nearby were reportedly throwing objects, fireworks and shining lasers toward officers.

An officer threw a blast-ball device toward the space between police and the crowd. It struck the pavement, bounced and exploded against Cheairs, seriously injuring him.

Cheairs sued, claiming excessive force and retaliation for filming.

The Ninth Circuit ruled for the officers in August 2025. It found that the force was reasonable under the dangerous circumstances and that Cheairs had not shown he was targeted because of his camera.
