PUBLIC NOTICE

From: Al Haramain Travel & Tours

This announcement is made to clarify matters regarding the Reimbursement / Refund for Infaq Hajj 2025.

1. Unauthorized Collection of Processing Fees

Al Haramain Travel & Tours has never authorized any individual or agent to collect processing fees above P65,000 per pilgrim.
Any amount collected beyond P65,000 was done at the agent’s own risk and without our approval.

2. Refund Limit

Both Al Haramain and the Funder will NOT accept or process any claim exceeding P65,000 per head, as this is the maximum amount approved under the Infaq Hajj Program.

3. Infaq Hajj Is Not a Commercial Hajj Program

This is an Infaq Hajj Program, not a commercial package.
Any agent who charged more than the approved rate did so without authorization, and Al Haramain will not be responsible for excess collections.

4. Refund Based on Bank Slip Only

The Funder and Al Haramain will issue refunds strictly based on official bank deposit slips.

Receipts previously issued under the name of Al Haramain are no longer valid, because:

The official receipt books were stolen by an agent from the Al Haramain office.

Therefore, any receipts presented cannot be used as proof of payment.

5. Important Reminder

For refund verification and processing:
✅ Only bank slips will be accepted
❌ Receipts from Al Haramain are void and invalid
❌ Claims above P65,000 will not be entertained

This notice is issued to clarify misunderstandings regarding the Hajj 2025 Processing Fees collected by Al Haramain Travel & Tours.

Many of you may believe that the Hajj 2025 processing fees were taken or misused.
However, it is important for the public to understand the actual financial situation behind the Infaq Umrah Programme conducted from August 2024 until March 2025.

During this period, Al Haramain Travel & Tours successfully sent pilgrims for Infaq Umrah, covering approximately 950 passengers in total.
The company spent around PHP 95,000,000 (95 Million Pesos) to cover:

Return airfare

Hotel accommodations

Visa processing

Ground transportation

Other mandatory logistics

These expenses were not free or sponsored.
They had to be paid in advance to ensure all Umrah pilgrims could travel safely and smoothly.

At the same time, the appointed funder, Al Kubra Holding Malaysia, failed to deposit the promised financial support for the Infaq programme. Because of this failure, Al Haramain Travel & Tours was forced to use its own company funds, amounting to tens of millions of pesos, to cover the Umrah expenses for all pilgrims.

Therefore:

The money collected earlier was NOT “run away” or taken improperly.

It was used entirely to cover the huge operational expenses of the Infaq Umrah programme after the funder failed to provide the required funding.

We issue this notice to ensure that all pilgrims and agents understand the full situation clearly and fairly.
Al Haramain Travel & Tours remains committed to transparency, accountability, and serving the Muslim community with integrity.

NOTICE TO AGENTS OF AL HARAMAIN TRAVEL & TOURS

Subject: Financial Clarification and Recovery Measures for Hajj 2025

To: All Agents of Al Haramain Travel & Tours
From: Management of Al Haramain Travel & Tours

1. Background of Infaq Umrah Operations (August 2024 – March 2025)

We wish to formally notify all agents regarding the financial situation related to the Infaq Umrah and Hajj 2025 programmes.

From August 2024 until March 2025, Al Haramain Travel & Tours successfully sent approximately:

850 Pax – Filipino Muslim Community
for Infaq Umrah Pilgrimage

The company covered all operational costs including:

Air flights

Hotel accommodation

Ground transportation

Visa arrangements

The average expenditure was approximately PHP 100,000 per pilgrim.

Total expenditure for 950 pax amounted to:
PHP 100,000 × 950 pax = PHP 95,000,000 Million

Each pilgrim paid only PHP 20,000 at that time as a processing fee.
This required the company to top-up approximately PHP 80,000 per pax from our own funds to ensure all Umrah pilgrims could travel smoothly.

2. Failure of Funder for Hajj 2025

We regret to inform all agents that the planned Hajj 2025 programme could not proceed because:

Al Kubra Holding Malaysia, the designated funder for the Infaq Hajj Programme,
failed to deposit the required funds into Al Haramain Travel & Tours from August 2024 onwards.

Because of this failure, the required payment for:

Airfare

Hotels

Ground Arrangements

Hajj Visa Processing

could not be fulfilled.

This has directly caused the cancellation of Hajj 2025 under the Infaq scheme.

3. Ongoing Legal Complaints by Agents

We are aware that several agents have filed reports or cases under “estafa” relating to the Hajj 2025 issue.
However, we emphasize that all Umrah operations from August 2024 were funded using company resources, due to the funder’s failure to provide capital as promised.

4. Company Proposal for Financial Recovery

To address the financial deficit and to protect all stakeholders including agents, pilgrims, and the company, we propose the following:

All agents are requested to collect PHP 65,000 from each pilgrim who has already performed Umrah through Al Haramain Travel & Tours since August 2024.

This amount will be used to:

1. Recover the company’s top-up funds used for the Umrah operations.

2. Cover the money taken by certain agents and deposited into Al Haramain’s PNB account.

3. Ensure transparency and proper reconciliation of all Infaq Umrah expenditures.

5. Total Funds Needed for Recovery

Total pax who benefited from the Infaq Umrah Programme: approximately 950 pax
(Including pending or partial registrations processed during the period.)

Total expenses covered:
950 pax × PHP 100,000 = PHP 95,000,000

Total collected only from processing fees:
PHP 20,000 × 950 = PHP 19,000,000

Required top-up from company:
PHP 80,000 × 950 = PHP 76,000,000

This financial gap must be regularized to stabilize operations.

6. Instruction to All Agents

All agents of Al Haramain Travel & Tours are hereby instructed to:

1. Inform all Umrah pilgrims under your responsibility regarding this recovery notice.

2. Collect PHP 65,000 per person from each Umrah pilgrim who traveled from August 2024 onwards.

3. Deposit all collections into:
Al Haramain Travel & Tours – PNB Account
(Account details will be shared directly with each registered agent.)

A consolidated report must be submitted to management within 14 working days from the date of this notice.

7. Closing Statement

This notice is issued to ensure transparency and fairness for all parties.
The failure of the external funder has placed a heavy financial burden on the company, and proper recovery is essential for continued operations and for preventing further legal disputes.

We appreciate your cooperation, understanding, and professionalism in handling this matter.

We denied this STATEMENT FROM ZAMBASULTA Because we was appointed Legal Counsel to deal with them,Unfortunately, they never submit any refund claims as we instructed them to follow same format in NCR as requested from the banks requirements policies.

NO BANK IN SLIP,
NO PASSPORTS ATTACHED
NO REFUNDS .

Alhamdulillah — the day we humbly asked you to patiently wait has finally arrived.

📅 Starting August 20, 2025, the refund process for those who were unable to proceed with Hajj 2025 will officially begin.

We sincerely thank all of you who showed patience (sabr) and understanding. May Allah reward you abundantly for your trust and forbearance.

We also assure you that for those who are confirmed to proceed for Hajj 2026, we will continue assisting and processing them as planned. Likewise, for those who are requesting a refund, the amount will be returned accordingly.

ANNOUNCEMENT REGARDING HAJJ REFUNDS FOR ZAMBASULTA PARTICIPANTS

We would like to inform all Hajj applicants from the ZAMBASULTA region about the refund agreement made between our office and the funder: Expected on August 20,2025

➡️ 700 participants paid only ₱10,000 based on deposit slip.
➡️ 300 participants paid only ₱65,000 based on Deposit slip.

✅ All refunds will be strictly based on the official deposit slips submitted to the company bank account and fully audited with STATEMENT OF ACCOUNT of the processing fees.

❌ No processing fee will be deducted.
⚠️ Any claim exceeding the stated amount will not be entertained.

This refund policy has been clearly and officially agreed upon by the funder and our office. We respectfully request everyone to coordinate in a calm and orderly manner as we process the refunds.

To all our respected Jamaah,

We sincerely apologize for the delay in processing your Hajj refund, which was originally scheduled between June 25 to July 15, 2025. We fully understand your frustration and disappointment, and we are deeply sorry for the inconvenience this has caused.

Despite our best efforts, unforeseen issues beyond our control have affected the timeline of the refund. As Muslims, we believe this is a test from Allah (SWT) — a test of patience, truthfulness, and trust in His wisdom.

"Indeed, with hardship comes ease." (Surah Ash-Sharh 94:6)

We would like to inform everyone that an agreement has already been reached between the leaders of the jamaah, the Al Haramain management, and the representative of the funder regarding the refund process for Hajj 2025.

Important Update:
All documented payments to Al Haramain for Hajj 2025 will be refunded.

A receipt or proof of payment is required to ensure that the refund is returned to the rightful individuals and not to those falsely claiming to have paid.

The refund will be issued within the previously announced period of time (as mentioned in our earlier post).
