Almost 19 percent of homes rented through idealista during the month of October were on the market for less than 24 hours.

According to a study published by the real estate portal, the length of time a property is on the portal before being snapped up depends on the price range of the houses, with 28 percent of the houses rented in less than 24 hours costing less than 750 euros/month, 22 percent between 750 and 1,000 euros/month, 11 percent between 1,000 and 1,500 euros/month and 11 percent costing more than 1,500 euros/month.

"Analysing the seven district capitals with the most houses for rent in the month of October, Braga was the city where the percentage of houses rented in less than 24 hours was highest, reaching 24 percent of the total operations".

Lisbon (18 percent), Coimbra (17 percent), Setúbal (17 percent), and Aveiro (17 percent) follow behind Braga. In Porto, 13 percent of the houses were rented in less than a day, and in Faro, 12 percent were on the market for less than 24 hours.

AMSTERDAM - Wie de hoge energieprijzen van tegenwoordig moet betalen, ziet zijn geld bijna letterlijk verbranden zodra de kachel aangaat. Dat maakt een andere optie aantrekkelijker: overwinteren op een plek waar de zon altijd schijnt. Weggaan is goedkoper dan thuisblijven.

Heb je geen werk- of schoolverplichtingen in Nederland? Dan kun je overwegen om de koudste maanden van het jaar - december, januari en februari - elders door te brengen. Geniet dagelijks van het zonnetje én het feit dat de kachel in Nederland uitstaat, en jij dus gevlucht bent voor de hoge energieprijzen. Voordeel is ook dat de winterperiode, op de kerstvakantie na, in de meeste landen laagseizoen zijn. Voor een appartement betaal je in deze periode niet de hoofdprijs.

Pricewise rekende uit hoeveel twee senioren, die anders overwegend thuis zouden zijn geweest in de wintermaanden, kunnen besparen door er drie maanden niet te zijn.

„Een ouder stel in een woonhuis verbruikt gemiddeld 3120 kWh en 1620 kubieke meter gas. Als zij tussen 1 december en 1 maart niet thuis zijn, verbruiken zij in die periode 56% minder gas en 29% minder stroom dan hun normale jaarverbruik”, stelt de energie-expert van Pricewise. „De jaarkosten bij de gemiddelde tarieven van augustus 2022 zijn €8069,40 (incl. 9% btw). Door in de drie wintermaanden niet thuis te zijn, besparen zij 907 m³ gas en 905 kWh stroom. Het sluipverbruik schatten wij op 110 kWh en 15 m³. Ook betaal je als je niet thuis bent gewoon de netwerkkosten. Daarnaast blijft de vermindering energiebelasting ook hetzelfde.”

De kosten voor gas en stroom, minus sluipverbruik, in deze drie wintermaanden wordt door Pricewise op zo’n €3800 geschat. Omdat er nog wat vaste kosten zijn en je de kachel ook niet helemaal op nul moet zetten omdat dan de leidingen kunnen bevriezen, gaan we uit van een besparing van €3500 als je de koffers pakt.

We hebben gekeken naar de kosten van het dagelijks leven voor een pensioengerechtigd stel en kijken naar bestemmingen die populair zijn bij wat oudere reizigers. In het zuiden van Portugal en Spanje zijn de temperaturen in de winter nog heel aangenaam. De Canarische eilanden hebben altijd een prettig klimaat en voor wie het verder weg zoekt, zijn Thailand en Bali fijne bestemmingen voor overwinteraars. Landen in Zuidoost-Azië staan bovendien te springen om een opleving van het toerisme na de coronapandemie, vertelt reisexpert Johannes Keuning, eigenaar van reisplatform 27vakantiedagen.nl. Dat betekent dat er veel leegstand is en voor langdurige accommodatie dus goede deals te vinden zijn.

Ook is het leven in zuidelijk Europa en zeker in Azië een stukje goedkoper. „Boodschappen zijn goedkoper als je kiest voor lokale producten. Ben je verknocht aan je potje Nutella of Edammer Kaas die geïmporteerd moeten worden, dan betaal je wel meer”, legt hij uit.

Uit eten
Wie het fijn vindt om af en toe buiten de deur iets te drinken of te eten, is in veel andere landen sowieso goedkoper uit dan in Nederland. Ook hier kun je het natuurlijk zo gek maken als je zelf wilt. Voor de vergelijking gebruiken wij de Groceries Index en Restaurant Index van Numbeo. Als je in Nederland per maand als stel €500 uitgeeft aan boodschappen en €250 aan de horeca, dan zou je volgens deze index in de gekozen overwinterbestemmingen een stuk minder kwijt zijn voor dezelfde service.

Wie het niet bezwaarlijk vindt om in Aziatische landen op straat te eten, heeft vaak voor €1 of €2 al een heerlijke maaltijd. Voor meer westers georiënteerde restaurants betaal je meer, vertelt Keuning. In Portugal kun je in het binnenland soms al voor €5 per persoon eten, inclusief wijn. In meer toeristische gebieden aan de kust ben je wat meer kwijt.

Voor Thailand en Indonesië heb je wel een visum nodig als je langer dan dertig dagen blijft. Voor Thailand kost dit (voor gepensioneerden) €70 per persoon, voor Indonesië heb je een betaald visum nodig dat je eenmaal kunt verlengen. Dan nog moet je na zestig dagen even het land uit: de meeste buitenlanders kiezen ervoor op en neer naar Singapore te vliegen. Dat kan voor zo’n €100 tot €150 per persoon.

Kijk als je een appartement voor langere tijd zoekt verder dan bij de bekende vakantieboekingssites Booking.com en Airbnb. Als je via via zoekt, bijvoorbeeld via Facebookgroepen, ben je zo’n 25% goedkoper uit, tipt reisexpert Keuning. Ook op speciale websites voor langdurige verhuur kom je op lagere prijzen dan via Booking en Airbnb. Je kunt ook de eerste week in een gewoon hotel of appartement op locatie verblijven en dan op zoek gaan naar een voordeliger plek voor de rest van de periode.

Voor de voorbeeldberekening hebben we gezocht naar een volledige woning, met eigen keuken en badkamer, voor twee personen. Niet te ver van het centrum maar ook niet per se pal aan de boulevard. Er zijn zowel goedkopere als duurdere opties beschikbaar, maar met het budget dat wordt genoemd heb je zeker enige keuze. Voor de vluchten is gekozen voor de goedkopere opties, maar met zo min mogelijk overstappen én met ruimbagage. Deze prijzen betaal je als je nu, in september boekt. Wacht je langer, dan wordt het duurder. Het kan soms ook heel voordelig zijn om een dag eerder of later te vliegen, dus kijk daar ook naar als je flexibel bent.

Antes da entrega da propriedade
Antes da entregar a sua propriedade a um inquilino, é essencial efetuar um conjunto de etapas, tais como:

#1. Comparar as informações adicionais ao contrato de arrendamento com as informações do documento de identificação do Inquilino
É importante comparar e analisar todos os contratos e assinaturas exigidas, qualquer alteração e também os documentos de identificação.

#2. Validar se a primeira renda foi paga
Os senhorios devem apenas possibilitar que o inquilino se mude para a casa quando este pagar a renda do primeiro mês. Caso contrário, será responsabilidade do próprio senhorio qualquer problema que possa acontecer.

#3 Validar as condições da casa e dos equipamentos
Esta etapa é bastante essencial.

De destacar que o estado real do apartamento deverá corresponder às fotografias e à descrição que incluiu nos anúncios. Além disso, deve abranger todos os equipamentos exigidos e listados.

Caso contrário, o inquilino tem o direito de rescindir o contrato.

Neste sentido, é crucial a validação do apartamento em termos da funcionalidade dos eletrodomésticos essenciais, do estado de conservação de toda a estrutura do imóvel, do funcionamento de lâmpadas, maçanetas, torneiras, entre outros.

Entrega da propriedade
Conforme o contrato, a entrega oficial da propriedade sucede no dia em que o contrato de arrendamento começa. Contudo, é possível combinar com o inquilino a entrega do apartamento a qualquer outra hora.

No caso de pretender entregar a propriedade antes ou depois do início do arrendamento, é preciso criar uma adenda ao contrato ou modificar e assinar novamente o contrato de arrendamento.

A inflação tem vindo a aumentar e vai ter impacto em diversos fatores da economia, particularmente naqueles que usam este indicador para a atualização anual.

É o caso das rendas, cuja atualização sucede de forma automática com base na inflação registada em agosto. Conforme as estimativas do Instituto Nacional de Estatística (INE) para junho, o indicador usado para esta atualização já alcançou 4,1%. Apesar de faltar ainda dois meses para se chegar ao valor que vai contar para a fórmula, os montantes já estão bastante altos.

A atualização automática das rendas é realizada com base na inflação média dos últimos 12 meses registada em agosto, excluindo a componente da habitação. Baseando-se neste valor, o INE apura o coeficiente de atualização das rendas, sendo posteriormente publicado no Diário da República até 30 de outubro de cada ano, conforme noticia o Eco.

Nos últimos dados publicados pelo INE, a inflação média sem habitação centrou-se nos 4,13% em junho, um aumento em relação aos 3,41% registados no mês anterior. Neste sentido, o indicador está a acelerar, sendo ainda incerto qual será a evolução nos próximos dois meses, até se chegar ao valor de agosto.

A mesma fonte de notícias acrescenta que, dado que a inflação não apresenta sinais de abrandar, o Governo já se mostra preocupado com aumento automático das rendas por causa da inflação. Conforme o Ministério das Infraestruturas e Habitação, “o Governo acompanha a preocupação que tem sido manifestada pelas várias associações”.

Interrogado sobre a possibilidade de o Executivo desenvolver uma norma travão, ou outro tipo de medida de forma a impedir que a atualização das rendas no próximo ano dê um salto brutal, a resposta do Ministério das Infraestruturas e Habitação foi: “Neste momento, o assunto ainda está em análise.”

O instituto de estatísticas deverá revelar uma estimativa rápida dos valores da inflação que servem para esta fórmula no final de agosto, confirmando os valores em meados de setembro.

Após o valor das rendas ter ficado congelado em 2021, a variação média dos preços nos últimos 12 meses excluindo a habitação indicou que as rendas iriam aumentar 0,43% em 2022. Apesar disso, é essencial destacar que o senhorio não é obrigado a atualizar a renda consoante a inflação.

Um acórdão do Supremo Tribunal de Justiça de 22/3, divulgado há poucos dias, está a gerar grande polémica, tendo caído como uma bomba sobre os proprietários de imóveis utilizados como alojamento local. Com efeito, este Tribunal mandou fechar um alojamento local (AL) num prédio de habitação (que até tem 2 lojas) no Porto, mas, mais importante do que isso, foi fixada jurisprudência que ameaça fechar a maioria dos AL no país.

Havia 2 decisões contraditórias, mas agora passou a ser lei

Tal como indicámos em Abril de 2017, na Revista Gerente ano 9, nº12, pág. 7, houve 2 decisões contraditórias, relativamente à possibilidade do condomínio poder decidir o encerramento de um AL. Mais tarde em 2018, surgiu uma nova lei (ver análise na Revista Gerente ano 10, nº20, pág. 5) que permite que o condomínio, quando um AL esteja a causar incómodo, possa votar (com mais de metade da permilagem) o seu encerramento. Agora, o novo acórdão vai muito mais longe, pois como fixa jurisprudência, ou seja, vale como nova lei.

Proibição de todos os AL em prédios para habitação

Ora, essa jurisprudência do Tribunal estabelece que são proibidos os AL em todas as fracções de um imóvel em propriedade horizontal que se destinem à habitação, não havendo sequer necessidade de votação do condomínio. Este novo entendimento vale tanto para os novos AL como para aqueles já existentes, independentemente se têm licenciamento da Câmara Municipal.

Supreme Court ruling affects apartments already within AL regime
A decision by the Supreme Court has blown a surreal hole in the AL (short-term tourist-lodgings) sector.

As of today, no property owner can rent out a property ‘destined for habitation’ within the AL regime, even if they have a licence to do so and are full of bookings for the future.

Público is running this story as an exclusive, but it is being picked up by other media sources – the simple reason being this could create a tidal wave of issues.

The Supreme Court decision was unanimous, with almost 30 judges supporting it.

Leading judge Paulo Rijo Ferreira has admitted that the number of cases likely to come denouncing ‘illegal’ AL activity will snowball – while there are real ‘economic risks’ on the horizon.

If people cannot legally rent out apartments they purchased in good faith for this kind of ‘investment’, they may well chose to rent them out illegally – meaning the State could stand to lose hundreds of thousands, if not millions, of euros in tax revenue.


Be that as it may, this is a judicial ruling. It follows two others: the first , by the appeal court of Porto, which ruled in favour of people who live in a building and find themselves obliged to share it on a daily basis “with strangers” who frequently cause noise beyond the ‘normal hours’; and the second (Lisbon Court of Appeal) which ruled that owners can opt to rent out their properties to whomever they chose.

The Supreme Court ruling overrules both previous court rulings.

Judge Rijo Ferreira has been cited as expecting “significant disruption” within the “not inconsiderable (AL) sector” – while Eduardo Miranda, president of Portugal’s AL association, has done his best to say ‘none of this will matter’.

According to ECO online, Mr Miranda fears “the consequences of media coverage of the decision” much more than the prospect of an “avalanche of cases” in the courts.

“What this ruling says is that in conflicts that end up in court, preference will be given to condominiums”, he told the online. “But in the law of 2018 this issue ended up being largely bypassed. In order to avoid conflicts in court, the law created a mechanism, called ‘opposition’, which allows the condominium to make a request for cancellation (of an AL), which is simple, free and relatively easy”, he said.

And yet even with this mechanism, there have been very few requests for cancellation.

“In four years we have had around 50 requests – the majority of which have been solved through mediation”, said Miranda. “The number of cases that go to court are derisory…”

According to the association’s books, AL goes on in around 60,000 apartments throughout Portugal.

Coming the day after perceived failings of the country’s Justice system were given new airing, Eduardo Miranda concludes: “Very few cases get to court because they carry elevated costs, they take a long time and the condominium itself has a quicker way to make opposition. I believe there is a normalisation of AL in the majority of condominiums”.

PORTUGAL APPLY TO?

All passengers, regardless of nationality - including Portuguese - and where they come from, are required from December 1st to submit a negative Covid test in order to enter Portugal. This applies even to people who are already vaccinated or recovered.

ARE CHILDREN ALSO COVERED BY THIS RULE?

Only children under 12 years old are excluded from the requirement to present a negative covid test for travel. If they are over 12 years old, the same rule as for adults applies.

WHO MONITORS THIS?

The airlines and border control are obliged to check the negative test of all passengers who are travelling to Portugal, which must be done at the time of check-in - with a fine of €20,000 thousand per passenger in case of infringement.

DOES THE OBLIGATION TO SUBMIT COVID TESTS ALSO APPLY TO THOSE ENTERING MADEIRA AND THE AZORES?

No, the measures announced by António Costa to come into force on December 1st apply to mainland Portugal. The autonomous regions are responsible for their own rules. But all passengers travelling from Madeira or the Azores to Mainland Portugal, Portuguese or foreign, must present a negative test at'check in' to be able to board (in the opposite direction of the trip, the rules decreed by the autonomous regions are complied with) .

ACCORDING TO THE NEW RULES, IS A NEGATIVE TEST NEEDED AT 'CHECK IN' WHEN TRAVELLING 'FROM' A PORTUGUESE AIRPORT?

No, this depends on the rules adopted by the countries you are travelling to. The scope of the measures announced is limited to passengers disembarking in Portugal and hence the control of the test must be carried out during 'check in' at the destination from which you leave.

IN THE EVENT OF SHORT-TERM TRIPS (FOR EXAMPLE, LEAVES ON DECEMBER 1ST AND RETURN ON DEC 2ND): IT IS POSSIBLE TO TAKE A TEST IN PORTUGAL AND USE IT WHEN CHECKING IN IN THE COUNTRY FROM WHICH YOU WILL DEPART?

Yes, as long as the covid test carried out within the valid time before departure - which for PCR is within 72 hours and for antigen within 48 hours. Beware of delayed flights, etc - this may cause the test to become outdated and thus prevent your trip.

WHAT TESTS ARE VALID IN ORDER TO BE ABLE TO TRAVEL?

Tests can be PCR (laboratory) or antigen (pharmaceutical) tests. Only self-tests (ie, NHS home tests) which do not provide a certificate are excluded. It is important to respect the validity of the tests: PCR can be performed within 72 hours before travel and antigen tests within 48 hours before.

WHERE CAN PEOPLE TAKE THE TESTS TO TRAVEL?

Tests must be taken at the destination you are leaving from (unless the test taken leaving Portugal is still valid, as stated above). It is important that, regardless of the destination where the test is carried out, they can be recognised, that is, they contain information reporting with the date, time and type of test performed. If they do not contain all this information - date, time and type of test - they are not considered valid for entering Portugal.

DOES THE TEST OBLIGATION APPLY ONLY TO THOSE ENTRYING BY AIR?

No, it applies to all people who enter the Portuguese mainland, whether by air, sea or land.

IF YOU COME FROM SPAIN BY CAR, DO YOU NEED TO HAVE A VALID TEST?

Yes, although at present the land borders are open, but at any time, security authorities can ask random travellers for the document.

BECAUSE OF THE NEW RULES, WILL THERE BE MORE CONTROL POINTS AT THE AIRPORTS FOR THOSE ARRIVING ON A TRIP?

António Costa stated that control at airports will be strengthened, even using private security companies to ensure that test certificate checks are carried out on all passengers and not randomly. How this will actually come in to practice is still being studied by the Government, but the idea is that it will come into force on 1st December.


Airlines say new travel measures “do not make any sense”

The airlines are baffled by the new measures, unaware of the data that could possibly support the accusation made by Portugals Prime Minister of “profound irresponsibility”.

RENA, the Association of Airlines does not agree with the measures proposed this Thursday by the Government to contain the spread of the pandemic, and refutes the accusations of irresponsibility, instead speaking of "possession" and "confiscation."

The association say they are perplexed by the "public statement by António Costa, in particular the passage in which he refers generically to the 'irresponsible' behavior of airlines and the tightening of sanctions for potential non-compliance (violation of the duty to control the requirement of a test) to a €20k thousand fine per passenger".

The association representing the majority of airlines that fly to Portugal - including TAP, but also companies such as Lufthansa, Air France or EasyJet - says it does not know why the Government took such restrictive and punitive measures. They guarantee that there is no reason to believe that airlines are not strictly adhering to the rules.

"We are not aware of any data or information that could substantiate the accusation made. On the contrary, the experience of RENA member companies is that on flights with hundreds of passengers, there are sometimes fortuitous situations in one or two cases, the result of human errors, of those who were neither trained nor hired to be an agent of the Portuguese State and who do not speak the Portuguese language", explains António Moura, lawyer and executive director of RENA.

Moura ensures that RENA member companies "scrupulously comply with the duties assigned to them in terms of safety and support for public health measures, namely the requirement for a vaccination certificate or test to be able to transport passengers". Because, he explains, Portuguese law already provides for a fine of up to €2000 per passenger for cases where the company does not comply with this duty. On a 150-passenger flight, it's a potential fine of 300,000 euros, he adds. "This is already a perfectly good deterrent!"

This is not the prime minister's view. “We found that, unfortunately, the airlines have not fulfilled their obligation”, said António Costa. He continued: “It is an act of profound irresponsibility to transport and disembark people who are not tested. We want to keep borders open and civil aviation activity functioning, but it is a strict obligation to ensure the safety of those transporting and the destinations to which they fly”. It is because of these alleged flaws that the prime minister says sanctions will be tightened.

As of December 1st, António Costa announced that all passengers, regardless of nationality - including Portuguese - and where they come from, are required to submit a negative test to covid to enter Portugal, whether or not they are vaccinated. (READ MORE HERE...)And it is the airlines that are obliged to check the negative test of all passengers who are going to transport to Portugal - with a penalty of a fine of 20 thousand euros per passenger in case of infringement, with the possibility of their flight license to operate in Portugal even being suspended.

RENA's astonishment extends to the scale of the fine that António Costa announced, which goes from two thousand to 20 thousand euros. "The 10-fold increase in the administrative offense framework seems to us to be totally disproportionate and completely meaningless, especially considering that it is an accessory obligation or duty of a private operator acting in substitution for the State."

RENA's criticism is harsh. "Public health policies are a responsibility of the State that must be financed by the State's own resources, not by dispossession or confiscation by economic operators", he stressed.

António Moura also considers that this measure, taken from a "purely local perspective", "does not make any sense in a country that has tourism as the central axis of its economic policy. It will further damage one of the sectors most affected by the pandemic."
