L’Observatoire Culturel Tunisien est un programme fédérateur et représentatif de l’ensemble de la société civile dans le secteur culturel. Les travaux de l’OTC se basent sur un cadre juridique et constitutionnel post-soulèvement en Tunisie ainsi que sur des conventions culturelles internationales ratifiées. L’objectif de l’observatoire est de lancer une stratégie nationale d’élaboration d’une poli

tique culturelle participative ; plus concrètement via des stratégies de fédération bilatérales et transversales entre le secteur gouvernemental et indépendant, régional et thématique, organisationnel et individuel. Dès le lancement de l’OCT et à partir des études d’évaluation et d’identification des besoins du secteur culturel, un projet d’état des lieux de la culture en Tunisie demeure indispensable comme phase préliminaire (de diagnostic) avant d’entamer un processus d’une politique culturelle participative et inclusive. L’OCT, après une réflexion et d’une manière plus concrète, est en phase de lancement d’une plateforme numérique sous l’adresse www.oct.tn. Ainsi, le site de l’OCT permettra de répertorier toutes les informations liées au secteur culturel sur la base sur des chiffres et des statistiques (sectorielles, régionales, organisationnelles, gouvernementales et non gouvernementales). Le site marquera également le lancement d’une compagne de communication et de sensibilisation sur l’intérêt d’un tel projet pour un véritable changement concret et mesurable dans le secteur culturel ainsi que pour l’avenir de la culture et du développement en Tunisie. L’objectif de l’OCT est de démocratiser et décentraliser l’information et les opportunités, destinées aux différents acteurs culturels au niveau national, régional et international, auprès des artistes, des associations culturelles et des chercheurs. Cette plateforme permet également de fournir aux bailleurs de fonds, au secteur privé, au secteur gouvernemental et aux organisations internationales une visibilité très claire sur le secteur culturel en Tunisie toujours basée sur des données concrètes et des chiffres pertinents. Concrètement, les bénéficiaires directes de l’observatoire sont les artistes, les associations culturelles, les chercheurs, les entrepreneurs des sociétés de production artistiques, les acteurs culturels, le secteur privé, les bailleurs de fond locaux, régionaux et internationaux ainsi que le secteur gouvernemental représenté principalement par les Ministères clés ceux de la Culture, de l’Education et du Tourisme.

In 2019, at least 20 artists were denied entry, banned, deported or blacklisted by the country they were travelling to perform in, because of their creative expressions, which question political narratives, religious beliefs and social values. Through those arbitrary and punitive restrictions on the right to freedom of movement, governments attempted to control, intimidate or suppress dissident artistic expressions.

On 3 March 2020, Freemuse and partners in 40 countries around the world will celebrate the 14th annual Music Freedom Day and stand united in solidarity with artists threatened by travel bans and restrictions, through local and online events.

Initiated in 2007, Music Freedom Day is a powerful global celebration of the human right to artistic expression on 3 March each year. Freemuse conceived and coordinates the day to highlight the role and impact of art in our societies and to advocate for the universal rights to create, perform and take part in artistic expressions.

Freemuse is an independent international organisation advocating for and defending freedom of artistic expression. We believe that at the heart of violations of artistic freedom is the effort to silence opposing or less preferred views and values by those in power–politically, religiously or societally–mostly due to fear of their transformative effect.
