would like to respectfully express concerns regarding the potential economic implications of the proposed Sovereignty Bill.

Uganda’s tourism sector currently contributes approximately 6%–7% of GDP and remains a key driver of foreign exchange earnings, employment, and international investment confidence. However, stakeholders in the sector rely heavily on predictable administrative processes, efficient approvals, and investor confidence.

There is concern among some tourism and investment actors that increased bureaucratic procedures or additional administrative controls could unintentionally reduce competitiveness and slow investment inflows. This may lead investors to consider alternative destinations with more streamlined regulatory environments.

Uganda has strong potential to grow its economy through export expansion, tourism development, and private sector investment. Policies that enhance efficiency, transparency, and ease of doing business would further strengthen GDP growth and international competitiveness.

We therefore respectfully encourage continued stakeholder consultation and careful impact assessment before implementing measures that may affect key economic sectors such as tourism and investment.
