I call these type of things “the problem of plenty”. Yes, they can raise fees in an environment when there’s plenty of tourists. Yet, when a recession hits, they’re going to lose out on a lot of government revenue and may reconsider. A 100% increase from $5 to $10 isn’t much - $20 for a couple. What about a cruise ship with 5,000 passengers? They’re making a lot more money.
