In the face of dangerous conditions, rising waters, and life-threatening circumstances, Petty Officer Ruskan’s courage, decisive judgment, and unwavering commitment to saving lives exemplified the very best of the Coast Guard. His actions directly led to the rescue and protection of those in immediate peril — a true demonstration of Semper Paratus when it mattered most.
The Legion of Merit recognizes exceptionally meritorious service and leadership, and this honor reflects the extraordinary impact of his efforts during one of the most challenging natural disasters our communities faced.
