Suppose you wish to work for a Mexican corporation or independent (personal) business. In that case, your future employer must file an employment petition before arriving in Mexico at the local INM Immigration office. You can not represent yourself. The company lawyer or the HR will do it.
If you already have a Temporary Mexico Resident Card obtained through personal income or marriage, you can apply for a permit to work. You can file it yourself, but you will need an employment letter from the company you will work for.
You also have the option to open your own businesses in Mexico if you want to be self-employed. Your Temporary Residency Status allows you to register a business at SAT and apply for a work permit at the local INM Immigration where you reside. The temporary resident card will be the same except for an indication stating PERMISO PARA TRABAJAR, which translates to (permit to work).
If you are a permanent resident card holder, you do not need any special permit to work. You are allowed to work for any company or open your own business.
