It is not illegal...
Legality -
Federal statute 18 USC 331 “whoever fraudulently alters, defaces, mutilates, impairs, diminishes, falsifies, scales, or lightens any of the coins coined at the mints of the United States … shall be fined under this title or imprisoned not more than five years, or both.”
The key word is fraudulent. I am not defacing to defraud, there is no concern of legality. I am making jewelry. An immeasurable amount of U.S. silver coins have been melted down in past few decades to get to their silver content.

Samuel Hopkins (December 9, 1743 – 1818) was an American inventor from Philadelphia, Pennsylvania. On July 31, 1790, he was granted the first U.S. patent, under the new U.S. patent statute just signed into law by President George Washington on April 10, 1790. Hopkins had petitioned for a patent on an improvement "in the making of Pot ash and Pearl ash by a new Apparatus and Process.

The statute did not create a Patent Office. Instead a committee of the Secretary of State, Secretary of War and the Attorney General were authorized to make a decision on the merit of a properly documented petition.

The patent was signed by President George Washington, Attorney General Edmund Randolph, and Secretary of State Thomas Jefferson.

This coin is the first in the series minted by the U.S. Government. On the other side of the coin is the beautiful Statue of Liberty.

PSA - As a travel agent for a million dollar company I will share ONE VERY IMPORTANT TIP.

Do not call a travel company of any kind on a Monday and expect to get to spend a long time with them shopping vacations. Monday is their busiest day of the week for those actually traveling that week. You will receive less than their best service on Monday because they will focus on those traveling right away.

Bonus add to this tip... do not even think about shopping for a trip when you know thousands are being affected by a hurricane. You will be ignored while they service those being displaced by such a natural disaster.

Call on a Wednesday or Thursday and you will have their undivided attention. This allows them time to research great deals for you while you chat with them :)
