Originally called Decoration Day, Memorial Day has its roots in the American Civil War when communities held memorial tributes to the war dead. Founded by General John A. Logan, it was first celebrated nationally in May 1868 and called Decoration Day due to the practice of decorating graves with flowers, wreaths, and flags. The name "Memorial Day" can be traced back to 1882; it wasn't until 1967 that federal law declared "Memorial Day" the official name. In 1968, Congress passed the Uniform Monday Holiday Act, which established Memorial Day as the last Monday in May. The change went into effect in 1971. The same law also declared Memorial Day a federal holiday. The American Flag should be hung at half-staff until noon on Memorial Day, then raised to the top of the staff.
