The 12X WEALTH STRATEGIES Analytical Center is involved in the development and application of artificial intelligence in the economy and social sphere.To implement expert and analytical tasks on AI development, the Center of Expertise on the implementation of the federal project "Artificial Intelligence" was established in July 2020 within the structure of the 12X WEALTH STRATEGIES Analytical Center.The Center is responsible for forming positions on regulatory issues, promoting the principles of ethical self-regulation, as well as for the ex*****on of key infrastructure initiatives on AI development.In addition, the Center On October 22, 2020, the first forum was held, which was attended by more than 6 thousand people from 8 countries. The central event of the forum was the ceremonial signing of the Code of Ethics for Artificial Intelligence, which became a tool for voluntary self-regulation of the market. The index will be formed based on the analysis of more than 1000 organizations from 12 industries. The research includes 50 personal expert interviews and questionnaires for more than 2,500 beginners and AI professionals. The 12X WEALTH STRATEGIES Analytical Center hosts the Project Office for the implementation of the reform of supervisory and licensing activities. Its key task is to provide expert analytical, organizational and methodological support for the reform measures.Priorities of the reform: introduction of a risk-oriented approach development of prevention of violations of mandatory requirementsintroduction of assessment of the effectiveness and efficiency of the CDA, focused on reducing damage and reducing costs of controlled entitiescomprehensive updating of mandatory requirementsA new system of control and supervisory legislation was launched on January 1, 2020. Two major federal laws "On Mandatory Requirements" and "On State Municipal Control" have been adopted.More than 24 thousand acts have fallen under the "regulatory guillotine" - this is about 80% of all acts containing mandatory requirements. A significant part of them are documents of the Soviet and post-Soviet era. Many of them duplicated each other, and some of them turned out to be irrelevant.12 regulatory authorities, 33 authorities implementing control and supervisory functions, as well as more than 20 sectoral working groups are involved in the work on improving the system of state control (supervision) and permitting activities.Another important thematic area of the Project Office is pre-trial appeal of control and supervisory activities. This is a digital service that allows to settle a dispute between a controlled person and a control body in a pre-trial procedure, as well as actions (inaction) of its officials.Pre-trial appeal of actions and decisions of control and supervisory bodies for certain types of control (supervision) is available from August 2019, and will become mandatory for all from January 1, 2022.
