As of this date, Romania will fully apply the Schengen acquis and issue uniform visas (Schengen visas).
Therefore, from March 31, 2024, Romania will issue the following categories of visas:
Uniform visas, valid for the entire territory of the Schengen Member States (MS);
Visas with limited territorial validity (VLTV), valid for one or more, but not all Schengen Member States;
Airport transit visas, valid for transit through international transit areas of one or more airports of Schengen Member States.
Long-stay visas, type D, will become national visas and the regime applicable for obtaining this type of visa is still regulated by the Government Emergency Ordinance no. 194/2002 regarding the regime of aliens in Romania, republished, with subsequent amendments and additions.
In accordance with the provisions of the regulatory framework in force, entry into Romania and, implicitly, into the Schengen area may be granted to third-state nationalswho fulfil the following conditions:
a) carry a valid travel document accepted by Romania;
b) hold a visa or a residence permit granted as per current legislation or, as the case may be, carry any and all authorization that confers to the bearer the right of transit or stay on the territory of Romania, as per European Union legislation that is mandatory and applicable to Romania, unless otherwise established by international treaties;
c) submit, as per current legislation, documents that attest to the purpose and conditions of their stay and provide proof of holding financial means corresponding both to support during the stay as well as to return to their country of origin or to transit to another country in which they will be guaranteed entry;
d) present guarantees that they will be guaranteed entry to the territory of the destination country or that they will leave Romania, for transiting aliens;
e) no entries are registered in their name, in the Romanian National Signaling Information System (N.SIS) for the purpose of refusing their entry into the territory of Romania;
f) no entries are registered in their name in the Schengen Information System (SIS) for the purpose of refusing their entry;
g) are not reported by the competent authorities as posing a threat to public policy, internal security, public health or the international relations of any of the Member States and, in particular, are not the subject of an alert issued in Member States' databases for the purpose of refusing entry on the abovementioned reasons.are have not been notified by competent authorities as a hazard to national security, order or public health.
ATTENTION! Holding an entry visa does not guarantee the entry on the territory of Romania. All foreign citizens who wish to travel to the Member State or to another member State must make sure they abide by the conditions mentioned above. The visa granting conditions and the conditions of entry are complementary. The purpose of travel of third-state nationals who have entered Romania on the basis of a Schengen visa cannot be changed during their stay in Romania.
