Louisville Full Moon Bike Ride Committed to re-opening the K&I Bridge to pedestrians & cyclists. There are two obstacles, Norfolk Southern Railroad & Louisville.

The Full Moon Bike Ride is moving into yet another a new phase. We began by drawing public attention (through the use of social media and group bicycle rides under full moons) to the K&I bridge as an unused asset. We then focused on the owner of the bridge - Norfolk Southern Railroad. We then focused on Louisville as it became clear that Louisville's failure to invest in the Riverwalk was an obsta

cle to obtaining Norfolk Southern's cooperation. Now Louisville has a plan for a part of the Riverwalk. We need to see the whole plan, improve upon the plan and get Louisville to commit to acting on the finished plan. Perhaps Full Moon Bike Rides will resume upon opening the K&I to non-motorized transportation. The K&I bridge is the sister bridge to our meeting point, the Big Four Bridge. The K&I needs to be opened to the non-motorized public to create an OH River Loop - the Big Four Bridge will provide the upstream river crossing, the K&I forming the downstream crossing. Let's make regional non-motorized transportation a reality.

With the prospect of $10 million expansion of Waterfront Park westward, it may be time to renew the appeal to reopen Norfolk Southern’s K&I bridge to pedestrians, cyclists and wheelchair users.

On 1 November 2013 the group working on the appeal ceased efforts on the argument that until Metro Louisville makes progress with plans and funding for the southern approaches to the K&I bridge, the request cannot be justified. That group included representation from both sides of the river - parks, public works, mayoral & congressional offices, local law enforcement, coast guard, INDOT, KYTC, citizens and citizen groups (historical, cycling, etc.), engineering, legal and business perspectives, etc..

In February 2011, Union Pacific Railroad officials agreed to the idea of converting the 1917 roadways into a bicycle-pedestrian walkway across the river. In June 2012, Memphis was awarded a $14.9 million federal grant to build the walkway. The overall project was expected to cost $30 million, of which about $11 million was used for the Harahan Bridge portion. Construction was completed in 2016.

It is a cantilevered through truss bridge that carries two rail lines and a pedestrian bridge across the Mississippi River between West Memphis, Arkansas and Memphis, Tennessee. The bridge is owned and operated by Union Pacific Railroad. It was built with roadways cantilevered off the sides of the main structure for vehicles. These roadways are owned by the cities of Memphis, Tennessee and Crittenden County, Arkansas, and were used from 1917-1949, until the Memphis & Arkansas Bridge opened 400 feet south of the Harahan.

"The U.S. Army Corps has completed its feasibility study of the two riverbank erosion sites that are part of this project – one is the Loop/Riverwalk area near Shawnee Golf course and the other is at Portland Wharf Park. They have developed cost estimates for the work - $2,582,000 that can be part of a cost/share. Corps 65% and Metro 35%. Metro Parks is currently trying to identify the 35% share for design of the project as a first step. That amount is $163,450." (Source: Metro Louisville)

Investigation of fire on K&I bridge bears watching as it may (oddly enough) present opportunity for opening the bridge to pedestrians. Several local fire depts worked together to put out the fire. Norfolk Southern Railroad might be inclined to a degree of appreciation. The city of Louisville still has to raise the bidding by investing in the west RiverWalk.
