The Owen County Chamber of Commerce joins our community in mourning the passing of Frank K. Downing, who faithfully served as our Executive Director from 2000 to 2017.

Frank’s dedication to Owen County was unwavering. He worked tirelessly to support local businesses, strengthen community connections, and encourage the growth and development of young professionals. His leadership left a lasting mark on the Chamber and on the countless lives he influenced through his commitment to progress and service.

Upon his retirement in 2017, the Frank K. Downing Leadership Scholarship was established in his honor to help recent graduates of Owen County High School pursue college and trade programs — a lasting tribute to his belief in investing in the next generation.

We extend our heartfelt condolences to his family and friends. His legacy of community spirit and leadership will continue to inspire us all.

We are deeply saddened by the passing of Dr. David William Morgan, a champion for tourism and community pride here in Owen County.

Dr. Morgan was a founding member of the Owen County Visioneers and played a key role in establishing the Owen County Tourism Commission in 2011, where he served as a dedicated board member. His vision, commitment, and love for this community helped lay the foundation for much of the tourism growth we continue to build upon today.

Beyond his professional accomplishments, Dr. Morgan and his wife, Joy, shared their hospitality through Serenity Woods Cottage, welcoming countless visitors to experience the beauty and serenity of Owen County.

We extend our heartfelt condolences to Joy, his family, and his many friends. Owen County is grateful for his lasting impact, and he will be remembered with deep appreciation!
