The guys, installing and stubbing up gutter drains before concrete is poured.
This keeps all of the run off from the roof underground and away from the home or building. That means no ugly pipe on top of the ground, no excess water running back underneath the garage doors, and no slick ice patches running from your gutters in the winter.
Here they ran 4" smooth wall SDR-35 pipe that the gutter downspout will drop into, and connected to a 6" smooth wall main drainage pipe. No corrugated ADS pipe that easily collects buildup and causes blockage.
