A PROCLAMATION
By the authority vested in me as President by the Constitution and laws of the United States of America, including sections 212(f) and 215(a) of the Immigration and Nationality Act (INA), 8 U.S.C. 1182(f) and 1185(a), and in order to protect the national security and public safety of the United States, I hereby announce expanded restrictions on the entry into the United States of certain foreign nationals whose governments have failed to meet established screening, vetting, identity verification, and information sharing criteria necessary for safe admission…
Effective January 1, 2026, the entry of certain foreign nationals into the United States is restricted as described below.

Section 1 — Full Suspension of Entry
The entry into the United States of foreign nationals of the following countries as immigrants and non-immigrants is hereby fully suspended, except as otherwise provided by applicable exceptions in this proclamation:
Afghanistan; Burma (Myanmar); Chad; Republic of the Congo; Equatorial Guinea; Eritrea; Haiti; Iran; Libya; Somalia; Sudan; Yemen; Burkina Faso; Laos; Mali; Niger; Sierra Leone; South Sudan; Syria.
In addition, foreign nationals seeking to travel to the United States on travel documents issued by the Palestinian Authority shall not be issued visas or otherwise admitted unless eligible for an exception.

Section 2 — Partial Suspension of Entry
The entry into the United States of foreign nationals of the following countries is partially suspended such that immigrant visas remain unavailable and certain non-immigrant visas (including B, F, M, and J classifications) are suspended unless otherwise permitted:
Angola; Antigua and Barbuda; Benin; Burundi; Côte d’Ivoire; Cuba; Dominica; Gabon; The Gambia; Malawi; Mauritania; Nigeria; Senegal; Tanzania; Togo; Tonga; Venezuela; Zambia; Zimbabwe.
Consular officers are directed to reduce the validity of other non-suspended visa classes for nationals of these countries to the maximum extent permitted by law.

Section 3 — Scope and Exceptions
Nationals of covered countries who:
• (a) are outside the United States on January 1, 2026, and
• (b) do not hold a valid visa as of that date,
shall be subject to the restrictions described above, unless eligible for specific exceptions, including:
• Lawful Permanent Residents (“Green Card” holders)
• Visa holders with valid, unexpired visas
• Diplomatic and official U.S. Government visa holders
• Certain categories of special immigrants, athletes, exchange program participants, or individuals whose admission serves United States national interests.
