The follow up. We spent 45 minutes at the registration office we left five years ago. Nobody there had done this before, so the first half of the appointment went into figuring out the legal basis: section 19 (3) sentence 3 of the German Passport Act, the authority where you are temporarily staying is responsible. After that it was clear how the application works. What we did not get was a passport. Time ran out, so we booked a new appointment for next Wednesday. That is when the applications go in. Still a good outcome: it works without a registered address in Germany.
Die Auflösung. 45 Minuten im Einwohnermeldeamt, in dem wir vor fünf Jahren zuletzt gemeldet waren. Der Fall war dort neu, also ging die erste Hälfte des Termins dafür drauf, die Rechtsgrundlage zu klären: Paragraf 19 Absatz 3 Satz 3 PassG, zuständig ist die Behörde, in deren Bezirk man sich vorübergehend aufhält. Danach war klar, wie der Antrag läuft. Einen Pass haben wir trotzdem nicht bekommen, die Zeit war zu knapp. Neuer Termin nächsten Mittwoch, dann gehen die Anträge raus. Unterm Strich positiv: es geht auch ohne Meldeadresse in Deutschland.
