Senator Steven Choi Announces SB 1021 to Expand Hunting and Fishing Opportunities for Youth Facing Life-Threatening Illnesses

IRVINE, Calif.— Senator Steven Choi, Ph.D. (R–Irvine), joined patient advocates, conservation leaders, and community partners, Friday, to announce Senate Bill 1021, legislation to expand hunting and fishing opportunities for youth facing life-threatening illnesses and youth who have lost a parent in service.

“At its core, this bill is about hope,” said Senator Choi. “For these young people and their families, time is often uncertain. What we can offer are meaningful experiences and moments of connection to the outdoors that bring lasting memories during incredibly difficult times.”

SB 1021 authorizes the California Fish and Game Commission to establish a program providing supervised access to hunting and fishing opportunities for eligible youth age 17 and under.

Tonie Bangos, speaking on behalf of the Field of Dreams Foundation, emphasized the real-world impact of these experiences, “we saw smiles return. We saw confidence grow. We saw families experience joy during a time when life felt overwhelming,” She added, “These experiences are not about sport alone. They are about healing and giving people a chance to feel whole again, even if just for a moment.”

Rick Travis, Chair of the Advisory Committee to the California Outdoor Legislative Caucus, highlighted the broader significance of the bill, “this bill is more than just about outdoor activities. It is about compassion. It is about healing. And it is about giving these brave young people a chance to experience the restorative power of California’s wild places.”

Wayne Kotow, a leader in California’s recreational fishing community, underscored the urgency, “I have witnessed how a child with a life-threatening illness can be motivated to get better in order to have a chance to get out on the water. Granting these trips could be the spark for these children to fight harder.”



Donna Kalez, owner of Dana Wharf Sportfishing & Whale Watching, spoke to the transformative power of time on the water, “we have seen how a day on the water can transform a child’s outlook. It gives them a place to forget their problems and just have fun.”

Supporters noted that SB 1021 fills a gap in current law by allowing timely, supervised outdoor experiences when traditional hunting and fishing seasons would otherwise prevent participation.

“This program will be conducted responsibly and ethically, guided by science-based practices and strong conservation principles,” Senator Choi added.

SB 1021 has already garnered support from more than 35 organizations statewide and now heads to the legislative committee process.

“Today’s announcement reflects what is possible when communities come together, patients, families, advocates, and conservationists, to support something truly meaningful,” Senator Choi added. “This is about compassion, dignity, and giving every young person the chance to experience the outdoors.”
