နောက်ကြောင်းရာဇဝင်စုံစမ်းခြင်းနှင့် ဝင်ရောက်ရန် ကြိုးပမ်းအားထုတ်ခဲ့ခြင်း ရှိမရှိ စုံစမ်းစစ်ဆေးခြင်း လုပ်ငန်းစဉ်မြှင့်တင်မှုဆိုင်ရာ သမ္မတ၏ကြေညာချက် အပေါ် ထုတ်ပြန်ချက်
ကျယ်ကျယ်ပြန့်ပြန့် ပြန်လည်သုံးသပ်မှုနှင့် ကမ္ဘာတစ်ဝန်းနိုင်ငံများနှင့် ထိတွေ့ဆက်ဆံမှုကာလတစ်ခုအပြီး ဇန်နဝါရီ ၃၁ ရက်တွင် နောက်ကြောင်းရာဇဝင်စုံစမ်းခြင်းနှင့် ဝင်ရောက်ရန် ကြိုးပမ်းအားထုတ်ခဲ့ခြင်း ရှိမရှိ စုံစမ်းစစ်ဆေးခြင်း လုပ်ငန်းစဉ်မြှင့်တင်မှုဆိုင်ရာ ကြေညာချက်တစ်စောင် (Proclamation on Improving Enhanced Vetting Capabilities and Processes for Detecting Attempted Entry) ကို သမ္မတက လက်မှတ်ရေးထိုးလိုက်ပါသည်။ အမေရိကန် ပြည်ထောင်စု၏ လုံခြုံရေးနှင့် လူမှုဘဝဖူလုံရေးကို ကာကွယ်စောင့်ရှောက်ရန်အလို့ငှာ သတင်းအချက်အလက် မျှဝေကျင့်သုံးမှု အားနည်းသည့် သက်ဆိုင်ရာ နိုင်ငံများမှ နိုင်ငံသားများကို ပြည်ဝင်ခွင့်ကန့်သတ်ရန် နိုင်ငံခြားရေးဝန်ကြီးဌာနနှင့် အမိမြေလုံခြုံရေးဌာနကို ဤကြေညာချက်ဖြင့် ညွှန်ကြားလိုက်ပါသည်။ တစ်ဦးတစ်ယောက်ချင်း၏ အကြောင်းကိစ္စပေါ်မူတည်၍ အကန့်အသတ်ဖြင့် ခြွင်းချက်နှင့် ဖြေလျှော့ပေးခြင်း ရှိနိုင်ပါသည်။ မြန်မာနိုင်ငံအပါအဝင် နိုင်ငံခြောက်နိုင်ငံမှ နိုင်ငံသားများ ကန့်သတ်ခြင်းခံရခြင်းတွင် ပါဝင်ပါသည်။ ၂၀၂၀ ခုနှစ်၊ ဖေဖော်ဝါရီလ ၂၁ ရက်မှစ၍ မြန်မာနိုင်ငံသားများအတွက် ရွှေ့ပြောင်းအခြေစိုက်ပြည်ဝင်ခွင့်ဗီဇာ နှင့် ဒီဗီဗီဇာကို ထုတ်ပေးတော့မည် မဟုတ်ပါ။ တစ်ဦးတစ်ယောက်ချင်း၏ အကြောင်းကိစ္စပေါ်မူတည်၍ အကန့်အသတ်ဖြင့် ခြွင်းချက်နှင့် ဖြေလျှော့ပေးခြင်းရှိနိုင်ပါသည်။ လျှောက်ထားသူသည် ရွှေ့ပြောင်းအခြေစိုက်ပြည်ဝင်ခွင့်ဗီဇာ သို့မဟုတ် ဒီဗီဗီဇာ အတွက် အရည်အချင်းပြည့်မီသော်လည်း ခြွင်းချက် ရှိမရှိ သို့မဟုတ် ဤကြေညာချက်အရ ပြည်ဝင်ခွင့်ဗီဇာ ထုတ်ပေးရန် ဖြေလျှော့ပေးနိုင်ခြင်း ရှိမရှိ ဆိုသည်ကို ကောင်စစ်ဝန်က ဆုံးဖြတ်မည် ဖြစ်ပါသည်။
ဤကြေညာချက်ကြောင့် အမေရိကန်ပြည်ထောင်စုသို့ ခရီးသွားမည့် မြန်မာနိုင်ငံသားအားလုံး ကန့်သတ်ခြင်း ခံရမည်လားဆိုသည်ကို လူအချို့ကမေးမြန်းကြပါသည်။ မဟုတ်ပါ။ ဤကြေညာချက်သည် ကျောင်းတက်ရန်၊ အလည်အပတ်သွားရန် သို့မဟုတ် စီးပွားရေးကိစ္စသွားရန်အပါအဝင် မြန်မာနိုင်ငံသားများအတွက် အခြေမစိုက်ဗီဇာ ထုတ်ပေးခြင်းအပေါ် မသက်ရောက်ပါ။
ဤကြေညာချက်အသစ်အရ ပြည်ဝင်ခွင့်ဗီဇာများကို ပြန်လည်ရုပ်သိမ်းခြင်း ပြုလုပ်မည်မဟုတ်ပါ။ ဤအရေးယူဆောင်ရွက်မှုသည် တရားဝင် အမြဲတမ်းနေထိုင်ခွင့်ကတ် ကိုင်ဆောင်ထားသူများအပေါ် သက်ရောက်ခြင်းမရှိပါ။ ဤကန့်သတ်ချက်အသစ်များနှင့် ညှိစွန်းနေသောသူများသည် ဗီဇာမည်သည့်အချိန်က ထုတ်ပေးထားသည်ဖြစ်စေ တရားဝင်ပြည်ဝင်ခွင့်ဗီဇာ သို့မဟုတ် တရားဝင်ခရီးသွား စာရွက်စာတမ်း လက်ဝယ်ရရှိပြီးထားသူများကို ယေဘုယျအားဖြင့် အမေရိကန်ပြည်ထောင်စုသို့ သွားခွင့်ပြုမည် ဖြစ်ပါသည်။

Statement: Presidential Proclamation on Improving Enhanced Vetting Capabilities and Processes for Detecting Attempted Entry
On January 31, following an extensive review and engagement period with countries around the world, the President signed a Proclamation on Improving Enhanced Vetting Capabilities and Processes for Detecting Attempted Entry. This Proclamation directs the Departments of State and Homeland Security to restrict the entry of certain nationals of countries identified as deficient in information sharing practices, subject to limited exceptions and waivers on a case-by-case basis, in order to protect the security and welfare of the United States. Nationals of six new countries will now be subject to restrictions, including Myanmar. Starting February 21, 2020, no immigrant or diversity visas will be issued for Myanmar nationals, with limited exceptions and waivers granted on a case-by-case basis. A consular officer will determine whether an applicant otherwise eligible for an immigrant or diversity visa is exempt or, if not, may be eligible for a waiver under the Proclamation allowing issuance of a visa.
Some people have asked whether this would prohibit all travel for Myanmar nationals to the United States. It will not. This Proclamation does not affect the issuance of nonimmigrant visas for Myanmar nationals, including visas for study, tourism, or business.
No visas will be revoked pursuant to this Proclamation. This action does not affect existing legal permanent resident card holders. Individuals subject to these new restrictions who already possess a valid visa or valid travel document generally will be permitted to travel to the United States, irrespective of when the visa was issued.
