New Regulations on Temporary Residence Declaration for Foreigners at Accommodation Establishments
👉 Here is the latest update on temporary residence declaration regulations for foreigners in Vietnam. Joey Vietnam highlights key information to help you and your loved ones ensure that accommodation establishments complete your temporary residence declaration accurately. 👇

1. New Regulatory Information
▪ Legal Document: Circular No. 87/2026/TT-BCA, issued on June 9, 2026, by the Ministry of Public Security.
▪ Effective Date: Takes effect on July 24, 2026 (replacing Circular No. 53/2016/TT-BCA).
▪ Main Content: Regulations on procedures for declaring and processing temporary residence information of foreigners in Vietnam.

2. Key Requirements for Accommodation Establishments
🔹 Pre-check Requirements:
▪ Only accommodate foreigners who are residing legally in Vietnam.
▪ Must inspect passports or international travel documents, valid residence permits, and their permitted duration of stay.

🔹 Method and Timing of Declaration:
▪ Declarations must be completed promptly, fully, and accurately immediately upon the guest's arrival.
▪ Online declaration is strongly encouraged via the Ministry of Public Security portal at: https://tbltkbtt.bocongan.gov.vn.

🔹 New Additional Declaration Details:
Must include information on the duration of temporary residence certification, temporary residence extension, or temporary residence cards issued by competent authorities.

🔹 Bookings via Digital Platforms/Apps:
Even for bookings made through online platforms, the responsibility for temporary residence declaration remains with the accommodation owner, legal representative, or authorized person.

🔹 Reporting Violations:
▪ If a foreigner is found without a valid passport/travel document or shows signs of law violation, the accommodation establishment must immediately notify the local Commune/Ward/Special District Police or the nearest police station.
▪ In border areas, report immediately to the local Commune-level Police or the nearest Border Guard Station.
