越南「健康申報」政策,真的讓人有點看不懂……
身為一名在越南旅遊業工作多年的人,這幾個星期收到最多的問題,不是簽證,也不是天氣,而是:
👉「到底還要不要填健康申報?」
原因很簡單。
今年 5 月底,多家官方及媒體報導,自 2026 年 7 月 1 日起,所有入境、出境及過境越南的旅客都必須提交健康申報。消息一出,不少旅行社、航空公司及旅客立即開始準備。
然而,到了 7 月初,越南衛生部卻又正式澄清:
目前並沒有要求所有旅客立即提交健康申報。
衛生部表示,新法規只是建立健康申報制度,是否真正啟用,仍需視全球傳染病風險及疫情發展,再由主管機關決定。
這樣前後不同的訊息,難免令旅客和旅遊業者感到困惑。
一開始說「全部都要填」,大家急著尋找官方網站、了解流程;結果又改口說「目前不用」。
更令人無奈的是,在這段期間,官方電子申報平台尚未正式完成,加上網路流傳各種真假難辨的資訊,讓不少旅客不知道到底該相信哪一個版本。
其實,建立公共衛生制度本身並沒有問題。
如果未來真的出現大型傳染病,建立健康申報機制也是合理且必要的措施。
但政策若公布得太倉促、執行細節尚未準備完善、對外說明又缺乏一致性,就容易造成市場混亂,也增加旅客、航空公司及旅行社不必要的負擔。
對第一次來越南的旅客而言,更可能留下「越南入境規定一直在改」的印象。
希望未來相關政策在正式公布前,能有更完整的配套、更清楚的官方指引,以及一致的資訊發布。
因為旅客真正需要的,不是更多規定,而是清楚、透明且一致的規定。
如果今天說要,明天又說不用,真正受到影響的,往往不是政府,而是那些已經買好機票、安排好行程,甚至站在機場一臉困惑的旅客。
希望越南未來在推動新政策時,能在公共衛生與便利旅遊之間取得更好的平衡。

Vietnam's Health Declaration Policy: A Confusing Message for Travelers
As someone who has worked in Vietnam's tourism industry for many years, the question I've been asked most over the past few weeks hasn't been about visas or the weather.
It's simply:
"Do we need to submit a health declaration or not?"
The confusion is understandable.
In late May, several official announcements and media reports stated that starting July 1, 2026, all travelers entering, leaving, or transiting Vietnam would be required to submit a health declaration. Naturally, travel agencies, airlines, and travelers immediately began preparing.
Then, in early July, Vietnam's Ministry of Health issued another clarification:
There is currently NO immediate requirement for all travelers to submit health declarations.
According to the Ministry, the new regulation only establishes the legal framework. Whether health declarations will actually become mandatory depends on future public health risks and will only be activated when officially announced.
Unfortunately, these conflicting messages have created unnecessary confusion.
First, travelers were told that everyone must complete the declaration. Many rushed to search for official websites and learn the procedures.
Shortly afterward, they were told that no declaration is currently required.
To make matters even more confusing, the official electronic declaration system has not yet been fully launched, while inaccurate information has continued circulating online.
There's absolutely nothing wrong with strengthening public health measures.
If another major infectious disease outbreak occurs, having a health declaration system ready is both reasonable and responsible.
However, when policies are announced before implementation details are fully prepared, and official communication changes within a short period, it inevitably creates uncertainty for travelers, airlines, and the tourism industry.
For many first-time visitors, it may even leave the impression that Vietnam's entry requirements change frequently.
Hopefully, future policy announcements will be accompanied by clearer guidelines, better preparation, and more consistent communication.
At the end of the day, travelers don't mind following regulations.
They simply need those regulations to be clear, transparent, and consistent.
When today's message says "Yes" and tomorrow's says "No," the people most affected are not government agencies—but the travelers who have already booked their flights, planned their holidays, and arrive at the airport wondering what they are actually supposed to do.
Hopefully, Vietnam will continue improving the balance between public health protection and a smooth travel experience.
