The biggest problem facing SA now (and France!) is not tax collection but tax wasted. When tax payers realise that their hard earned money is wasted through coruption, mis-allocation, poor planing, extravaguant projects, un-justifiedvlarge administration, big government salaries, etc... they will always decide to either cheat or bring their talents and expertise to more efficient countries.
This is the basic rule that most so-called "socialist" politicians cannot understand or don't want to consider!
In order to reach power and remain there, they have to satisfy the masses, the voters, not the core of tax payers! Therefore they spend more on social benefits and less on economic development. Funds which don't promote efficient education, infrastructure and private enterprise are wasted !
The consequence will always be an increase in unemployment, poverty, inflation, poor service delivery and endless conflict.
A country can only develop and prosper when the taxpayer is happy about the way taxes are used.
This is the core foundation of successfull economies such as Mauritius, Dubai, Singapore, Ireland....
