The establishment of ZIMCODD’s third Debt Justice Hub in Harare created an important platform for citizens to deepen their understanding of public finance, debt accountability and budget processes under the Strengthening Transparency and Accountability in Sovereign Debt Management project.
Facilitated by ZIMCODD’s Programmes Manager, Mucha Midzi, the session on Public Finance Management (PFM) & Budget Fundamentals unpacked how Zimbabwe’s national budget works, where government revenue comes from, where public money goes, and how the growing debt crisis continues to affect service delivery and citizens’ livelihoods.
Participants explored the realities of a tax system where ordinary citizens carry much of the burden through VAT and PAYE, while concerns around mining revenue transparency, public borrowing and expenditure accountability continue to grow. The discussion also highlighted how debt servicing increasingly competes with funding for health, education and social protection.
Constitutional provisions on transparency, accountability and responsible public finance management were also discussed, reinforcing the importance of citizen participation in tracking public resources and demanding accountability.
Through the campaign, communities are being equipped to follow the money, question public expenditure and demand transparent, inclusive and people-centred economic governance.
