The 5th Working Group Meeting on Maritime Safety and Security, was held on 02 May 2025 in virtual mode under the leadership of Australia, as Chair of the Working Group and India, as Coordinating Country of Maritime Safety and Security as a priority area. The meeting brought together 9 Member States.

During this meeting the Work Plan for 2021/22-2027 was reviewed and updated.

The meeting was also attended by 4 Dialogue Partners in the dedicated session, and they expressed further collaboration with IORA for an enhanced Maritime Safety and Security in the Indian Ocean Region.

The International Training of Experts on Climate Change and Drought Management took place from 28 to 30 April 2025 in virtual mode. It was attended by 14 participants from 6 Member States.

The training was an initiative of International Agricultural Research and Training Center (UTAEM) which is a premier research and training center in Turkiye, dedicated to advancing agricultural practices both nationally and internationally.

The Special Course for Diplomats for Member States was held from 28 April - 3 May 2025 at the Sushma Swaraj Institute of Foreign Service, New Delhi, India. The programme brought together diplomats from IORA Member States.

The training was inaugurated by the Honourable Minister of State for External Affairs and Textiles, H.E. Pabitra Margherita and the Secretary-General of IORA, H.E. Sanjiv Ranjan also addressed participants.

The Indian Ocean Forum 2025 held in Perth, 10-11 April 2025, provided opportunities for interaction among the academicians, scientists, and international experts in engaging panel discussions and offered insightful perspectives. IORA participated in panel discussions with the IOC, IRENA and Blue Carbon Hub on -

1. Promoting Sustainable Fisheries Management across the Indian Ocean – with IOC highlighting collective efforts to combat IUU fishing,
2. Innovative Solutions for Conserving, Managing, and Restoring Marine and Coastal Ecosystems – chaired by the IORA Blue Carbon Hub, Strengthening Ocean-Based Economies,
3. Sustainable Shipping, and Building Coastal Resilience – chaired by the IORA Secretariat,
4. Accelerating the Transition from Fossil Fuels to Mitigate Climate Change and Protect Ocean Health – where IRENA showcased growing cooperation with IORA in renewable energy for a healthier ocean.

reaffirms its commitment to support the outcomes of the upcoming 3rd UN Ocean Conference (UNOC3) for a more resilient and sustainable Indian Ocean region.

🌊💡Boosting Regional Innovation through Collaboration

On 22 April 2025, the Secretary-General of , H.E. Mr Sanjiv Ranjan had meeting with Dr Sanjabi, Director of the IORA Regional Centre for Science and Technology Transfer (RCSTT) at IORA Secretariat.

The discussion focused on exploring avenues by RCSTT in support and exchange of transfer of technology among Member States, enhancing regional cooperation, fostering innovation, and strengthening scientific and technological capacity across the Indian Ocean region.

On 21 April 2025, IORA and CDRI renewed MoU to advance collaboration in area of disaster-risk management (DRM) in the Indian Ocean Region for initial period of three years. H.E. Sanjiv Ranjan, Secretary-General of IORA and Mr Amit Prothi, Director General CDRI signed MoU virtually.

This partnership aligns with IORA’s work plan on Disaster Risk Management focussing on Capacity building for resilient infrastructure, Upscaling critical infrastructure programs and Knowledge-sharing & holding technical workshops and conferences.

Visit of the Secretary-General to the IORA Blue Carbon Hub, Perth Australia.

On the sidelines of the Indian Ocean Forum 2025 at the University Club of Western Australia, the Secretary-General of IORA H.E. Sanjiv Ranjan visited the Blue Carbon along with Mr. Bruce Soar, Senior diplomat from Department of Foreign Affairs and Trade of the Australian Government and the director IORA Blue Carbon Hub, Mat Vanderklift.

The IORA Blue Carbon Hub is based in Indian Ocean Marine Research Centre Perth, Australia, and aims to build knowledge and capacity in protecting and restoring blue carbon ecosystems throughout the Indian Ocean.

Blue carbon allows multiple development goals to be addressed through a single policy framework that incorporates economic growth, environmental sustainability and social inclusiveness — making it potentially a key element of blue economies.

🤝 Strengthening Partnerships in Science, Technology & Innovation! 🌐🔬

The IORA Secretary-General, H.E. Mr Sanjiv Ranjan, met with Mr Amitava Bandopadhyay, Director General of the NAM S&T Centre, to discuss the renewal of the Memorandum of Understanding (MoU) and to shape a forward-looking work programme for the next two years.

This collaboration aims to enhance regional cooperation in science, technology and innovation across the Indian Ocean region. 🌊✨

𝐈𝐧𝐝𝐢𝐚𝐧 𝐎𝐜𝐞𝐚𝐧 𝐅𝐨𝐫𝐮𝐦

The Indian Ocean Forum was inaugurated in Perth, Australia, on 11th April 2025, bringing together high-level experts, scientist leaders and policymakers committed to drive meaningful action for ocean conservation and sustainable management.

The Secretary-General, H.E. Sanjiv Ranjan, delivered remarks on “One Ocean, One Region: Opportunities and Challenges from the Indian Ocean Region.” He highlighted IORA’s key achievements in promoting sustainable ocean management—from strengthening the Blue Economy and fisheries management to supporting small-scale initiatives and enhancing ocean literacy among the IORA Member States and he reiterated IORA’s commitment to support the implementation of the forthcoming outcomes of the 3rd UN Ocean Conference (UNOC3).

On the sidelines of the forum, the Secretary-General of IORA held a bilateral meeting with H.E. Thani Mohamed-Soihili, French Minister for Francophonie and International Partnerships and H.E Pierre-Andre Imbert, Ambassador of France in Australia.

The was virtually addressed by H.E. Emmanuel Macron, President of the French Republic, who called for combined efforts for the future of our oceans. The President of the French Republic also acknowledged IORA as a major actor in fostering regional cooperation across the Indian Ocean.

The delegation from Chinese Embassy in Mauritius led by Mr Ding Peiyi, Minister-Counsellor visited Secretariat on 8 April 2025.

The delegation had a meeting with Mr Shivraj Dhuppe, Director along with the IORA officials and discussed various matters in line with IORA’s objective to promote engagement with its Dialogue Partners for the advancement of cooperation within the Indian Ocean Region.

Strengthening Partnerships for a Sustainable Future 🌊

The delegation of the Republic of Korea led by Mr Woong Seong, Counsellor at the Embassy of the Republic of Korea in Antananarivo and Mr Lim Ji Hoon, Second Secretary at the Africa Division II, African and Middle Eastern Affairs Bureau, at the Ministry of Foreign Affairs, Republic of Korea, visited IORA secretariat on 4 April 2025 to discuss future cooperation, focusing on IORA’s priority areas and cross-cutting issues. The meeting explored opportunities for collaboration, through a Memorandum of Understanding (MOU) between IORA and Republic of Korea.

The Republic of Korea, a Dialogue Partners of IORA since 2018, has played a pivotal role in building the capacity of the IORA Member States by hosting annual seminars covering a wide range of topics, from promoting the Blue Economy in the Post-COVID Era, to strategies for tackling marine debris, and harnessing sustainable ocean resources through ocean research.

The Naval officers and crew from nine Member States: Comoros, Kenya, Madagascar, Maldives, Mauritius, Mozambique, Seychelles, Sri Lanka, and Tanzania, are joining onboard a Naval warship with the Indian Navy for a month-long operational deployment and exercise in the .

For the first time ever, a warship of the Indian Navy will carry naval personnel from these IORA Member states, working together in key operations such as navigation, radar imaging, engineering, and maintenance. This initiative highlights shared commitment to regional peace, security, and cooperation — and reflects the growing solidarity among the Member States.
