The Philippines has waived value-added tax (VAT) for foreign tourists.

During the signing of the implementing rules and regulations (IRR) for the VAT Refund for Non-Resident Tourists Act, Finance Secretary Ralph Recto highlighted the program’s potential to boost tourism spending and economic growth.

Under the new policy, foreign passport holders can apply for a VAT refund on goods worth at least P3,000 purchased from accredited stores, provided they take them out of the country within 60 days.

Eligible items include clothing, electronics, jewelry, souvenirs, and consumables.

Recto emphasized that the initiative is expected to generate nearly double the economic returns, as increased tourist spending will lead to more businesses, jobs, and government revenue.

“From our end at the Department of Finance, we aim to deliver a VAT refund system that is world-class, modern, and built on the principles of transparency, efficiency, and ease,” Recto said.

The DOF also assured to improve infrastructures such as airport and transport system expansions.

“Our shared goal should be clear: Tourists should leave the Philippines with more than just souvenirs. They should leave knowing that this is a country that delivers on its promises. A country that knows how to take good care of its guests. A country that doesn’t just welcome them with smiles—but with systems and policies that work,” he added.
