🏅 Behind every project is a team worth recognizing.

Officer in Charge of Construction Pearl Harbor Naval Shipyard (OICC PHNSY) personnel gathered for an all-hands call at Hickam Memorial Theater on Sept. 23. Along with command updates, the team recognized colleagues for years of federal service and presented the 2026 NAVFAC Hard Hat Award for Construction Manager of the Year, a Department of the Navy Civilian Service Achievement Medal, command coins and a Mahalo Award.

Congratulations to everyone recognized, and mahalo to the entire team for the work that keeps the mission moving.

The Hard Hat Award has made its way back to Officer in Charge of Construction Pearl Harbor Naval Shipyard (OICC PHNSY)!

Mr. Leo Nuneza received the 2026 Hard Hat Award, NAVFAC Construction Manager of the Year, becoming the second person from OICC PHNSY to earn this honor.

Leo has played a critical role in supporting the construction of Dry Dock 5 (P-209) at Pearl Harbor Naval Shipyard. He strengthened coordination among project teams, utility managers, and Joint Base Pearl Harbor-Hickam (JBPHH) partners to minimize disruptions and keep complex utility work moving safely and efficiently. His contributions include overseeing more than 100 miles of utility installations and coordinating with JBPHH to safely transport precast dry dock units to the project site.

Through teamwork, strong leadership and real-time problem-solving, Leo continues to advance the Navy’s mission and set an outstanding example for his colleagues at OICC PHNSY.

Please join us in congratulating Leo and all the nominees, along with their leaders and teammates, for their outstanding support to NAVFAC, the Navy and Marine Corps team, and our nation. Bravo Zulu!

From the progress underway today to what comes next, a delegation from Japan’s Ministry of Defense got a firsthand look at the P-209 Dry Dock 5 project on Sept. 18.

Capt. Chris Coggins, commanding officer, Officer in Charge of Construction Pearl Harbor Naval Shipyard (OICC PHNSY), welcomed the delegation to the project viewing platform and briefed them on construction progress, ongoing work and preparations for the project’s next phase. Representatives from the U.S. Army Corps of Engineers also joined the visit, where Coggins shared lessons learned from ongoing construction.

| The JBPHH Emergency Operations Center (EOC) closely monitors weather systems in the Pacific Region with potential impacts on Oahu. No immediate operational changes are required at this time. Remnants of Tropical Depression (TD) 15-E could strengthen into a tropical cyclone and bring large impacts to the State of Hawai’i as early as Wednesday afternoon. There is potential for heavy rain and strong winds, but uncertainty is very large at this time. At a minimum, potential for strong trade winds (Wind Advisory) and heavy rain (Flood Watch) Increasing rough surf for east facing shores into this weekend. Direct impacts to Oahu remain limited.

This was a significant undertaking, and I am proud of the professionalism and dedication you demonstrated throughout the transition. Your hard work was instrumental in making this complex process a success while you continued to deliver on our critical mission without missing a beat.

This realignment allows NAVFAC to sharpen our focus on our core mission: providing the engineering, acquisition, and infrastructure solutions critical to Navy and Marine Corps warfighting readiness. It strengthens our ability to accelerate the delivery of these solutions and drive reform.
