FIVE MILLION ARRIVALS - A TRUE PUBLIC PRIVATE PARTNERSHIP
The Tourism Council of Zambia (TCZ) in its role as Co‑Chair of the Technical Working Group for Tourism under the PPDF Zambia Framework, is leading private‑sector engagement with Government in the validation of the national strategy to achieve five million international arrivals
This morning, the Secretary to the Cabinet, Mr. Patrick Kangwa, led the opening of the Tourism Delivery Lab accompanied by a high‑level Government delegation comprising the Permanent Secretary, Ministry of Tourism Zambia Mr. Evans Muhanga ; Permanent Secretary in Ministry of Finance and National Planning, , Lusaka-Zambia , Mr. Mulele Mulele, the Head of PPDF Zambia Mr. Andrew Chipwende , the Head of the Presidential Delivery Unit Zambia Ms. Kusobilo Kamwambi and other senior government officials from Cabinet Office and other line Ministries.
The Tourism Delivery Lab, scheduled for 13–15 October 2026, is a high‑level consultative platform designed to accelerate Zambia’s ambition of reaching 5 million international tourist arrivals by 2031 under the IMMACULATE Tourism Strategy over the three‑day engagement. Stakeholders will interrogate the IMMACULATE High‑Level Strategy developed by the Ministry of Tourism, with a particular focus on the roadmap for achieving the five‑million‑arrival target.
The Tourism Council of Zambia (TCZ) wishes to commend Government for its continued commitment to engaging the private sector as an equal partner in national development. This approach reflects a progressive and inclusive model of sector governance, one that recognises the private sector’s critical role in investment, innovation, and the delivery of a competitive and resilient tourism economy.
The active involvement of all Heads of Departments and Statutory Bodies within the Ministry of Tourism further demonstrates Government’s adoption of a holistic and integrated approach to tourism development. This coordinated participation underscores a national commitment to leveraging the full breadth of Zambia’s tourism assets, our culture and heritage, wildlife, natural sites and landscapes, and built infrastructure, to drive sustainable growth and enhance the country’s global competitiveness.
As TCZ, remain firmly aligned with the Grow Zambia Agenda, advancing the Presidential vision of positioning Zambia as a regional leader in tourism development. This commitment was reaffirmed last week by His Excellency the President, Mr. Hakainde Hichilema during the Lobito Corridor Meeting, where he emphasised the centrality of sector optimisation in driving national economic transformation.
Our focus is on ensuring that tourism contributes meaningfully to the Agenda’s shift from macro‑stability to high‑growth production, exports, and jobs, recognising tourism as a catalytic sector capable of expanding foreign exchange earnings, stimulating enterprise development, and strengthening Zambia’s competitiveness within the region.
