The UBC Bulletin “A Stronger Baltic Sea Region in a Changing Geopolitical Environment” is out!

Autumn 2026 edition of the bulletin is focused on the Baltic Sea Region facing a fundamentally changed geopolitical environment. Russia’s war against Ukraine, growing geopolitical tensions and increasing hybrid threats against European countries have significantly changed the conditions in which cities and regions operate. Cities share good practices and lessons learned on responding to the changing geopolitical environment and strengthening the resilience, competitiveness, and their future potential. The Bulletin also provides various articles about UBC commissions work, projects, news from cities, including information about 97th UBC Executive Board Meeting in Greifswald, Germany.

The 96th Union of the Baltic Cities Executive Board Meeting was held on 22 October 2026 in Greifswald, Germany.

The Lord Mayor of Greifswald warmly welcomed all participants and introduced the host city.

During the meeting, three new members were accepted: Demmin (Germany) as a Member City, Khotyn and Novotroitske (Ukraine) as Associated Cities, and Mitsubishi Electric Europe as a UBC Partner.

UBC Brussels Antenna prepared an overview of selected EU calls for proposals.

The document presents seven calls under Horizon Europe, Digital Europe, Creative Europe and CERV, covering topics such as climate resilience, cybersecurity preparedness, culture and well-being, democracy and fundamental rights, European remembrance, and support for Ukraine.

The UBC Ukraine Forum 2026 – Cities for EU Accession & EU Funding will take place online on Thursday, 19 November 2026, from 14:00 to 15:30 CET.

The Forum brings together UBC member cities, Ukrainian associated cities and European partners to look back at 2026 and prepare for 2027.

Ukraine’s path to EU membership and its implications for cities will be discussed, EU funding opportunities will be presented, and several new UBC initiatives will be launched.

Kata Tüttő, President of the European Committee of the Regions, and Antje Grotheer, Chair of the CoR Working Group on Ukraine, have issued a call for support for Ukraine in the face of the upcoming critical winter months.

The call is addressed to cities, regions, and affiliated organisations, inviting them to contribute assistance.

The second call for applications to the PROSPECT Capacity Building Programme has been announced.

The programme is designed to support local and regional authorities in financing and implementing sustainable energy and climate projects through the use of innovative financing schemes and enabling structures.

European Alliance Discusses Local and Regional Contributions to Ukraine’s Recovery

The next online working-level meeting of the European Alliance of Cities and Regions for the Reconstruction of Ukraine will be held on 2 October 2026.

The Alliance brings together EU and Ukrainian local and regional authorities to coordinate joint efforts, advocate for support, and ensure a stronger political voice of cities and regions in the Ukraine Recovery Conference.

Applications Open for the Eastern Partnership Academy for Public Administration

The European Committee of the Regions has launched the Eastern Partnership Academy for Public Administration at Local and Regional Level (EPA), a new online training programme designed to strengthen the capacities of public administrations across the Eastern Partnership region.

The Eastern Partnership Academy offers a unique learning platform for public officials seeking to deepen their understanding of the European Union, governance practices, and opportunities for cooperation with European institutions.

Building Resilient Society: The Role of VET in Civil Preparedness and Dual-Use Skills, Brussels
