Federal acquisition teams have another option to consider when planning the recompete of an existing 8(a) requirement. Under the applicable RFO Part 19 deviation, an eligible 8(a) follow-on may transition to a competitive WOSB or EDWOSB set-aside without obtaining a separate SBA release.The acquisition team still conducts market research, establishes the rule of two, completes required internal coordination, and documents the acquisition strategy, but a separate SBA release is not required when RFO 19.108-11(a)(2) applies.
