1. People with certain unpaid debts:
• Owe more than $2,500 in child support (passport will be denied until cleared with the state).
• Owe certain federal loans or repatriation costs (for example, if the government paid to bring you back to the U.S. in an emergency and you didn’t repay).

2. People with felony restrictions:
• Certain felons on parole or probation may be restricted from international travel.
• Those convicted of drug trafficking across international borders can be denied under federal law.

3. People under active warrants:
• If there is an outstanding federal or state arrest warrant, including for serious unpaid taxes.

4. People under court order or restrictions:
• If a court has specifically ordered you not to leave the country, for example in the middle of certain custody or criminal cases.

5. Certain federal employees with sensitive clearances:
• Very rare, but some people with top security clearances or under specific employment restrictions may be denied passports.

6. Incomplete or fraudulent application:
• Provided false information on the application or submitted fraudulent documents.
