In 2014, the City of Boulder passed a strict Bear Protection Ordinance to prevent black bears from foraging in urban areas. While the pedestrian mall sits just east of the primary bear-activity zones, the city spent thousands of dollars to install roughly 100 heavy-duty, bear-proof trash and recycling containers all along Pearl Street. each bin cost about $1000.

In 2012, Boulder became one of the first major public municipalities to introduce public compost bins directly alongside standard trash and recycling receptacles. Today, about 60 of the Pearl Street units feature that distinct third bin specifically for food waste and compostable coffee cups.

When landscape architecture firm Sasaki and local planners designed the pedestrian mall in the mid-1970s, they made a highly intentional decision. The permanent landscape and tree architecture were designed to remain visually neutral. The idea was to let the historic storefronts and changing store displays provide the primary vibrant colors, while the trees and gardens acted as a serene "urban park" backdrop.
